Ms. Ayala suggested staff contact the operators of the asphalt plant for a donation
towards the landscaping.

Ms. Hosterman said this has the potential for being an extremely beautiful trail. She
liked all the vegetation planned, the fencing, etc. She also liked the fact that there are no Italian
cypress or agapanthus in the plan. She would like the landscaping to be consistent the entire
length of Vineyard Avenue to Bemal Avenue. She wanted to make certain the enhanced paving
will wear well. She suggested a stamped concrete in whatever color or pattern would fit into this

Item 6g
Request from the Tri-Valley Business Council for f'mancial support for allricultural
enhancement plan. (SR 03:167)

Gail Gilpin presented the staff report on these items.

Tom O'Malley, Tri-Valley Business Council, indicated the TVBC continues its work on
Vision 2010 in the areas of education, community planning, housing, and transportation. At this
meeting, he wanted to focus on agriculture and open space planning. He said there are four
committees: agricultural enhancement, parks and trails, equestrian facilities, and a water task
force. The role of the Business Council is to act as a facilitator. There are many on-going
partnerships with agricultural land owners, U.S. Dept. of Agriculture and Natural Resource
Conservation Service, and the Alameda County Resource Conservation District. He noted
Alameda County and the City of Livermore are each working on agricultural and open space
plans. The Business Council is also working with the Cattlemen's Association, the Farm
Bureau, the South Livermore Land Trust, East Bay Regional Park District, University of
California Cooperative Extension, Zone 7, DSRSD, the San Francisco PUC, Sierra Club,
Measure D representatives, and many interested residents. He said the $25,000 contribution
from Pleasanton received last year was used toward the agricultural studies. It was matched by
Alameda County and the Irvine Foundation to conduct the agricultural investment services study.
That project reviewed the feasibility of agricultural enhancement and water resources, including
use of recycled water. He related the findings from these studies regarding soils and various
regions for different uses. Committee members are now touring various areas and talking to land
owners and agencies. The next study will be a detailed study of twelve specific commodities to
determine what will work best in the region. Another concept is agritourism with a possible
agritourism trail. As part of the more detailed study there will be developed a plan of where to
start a program. Zone 7 continued to work on a master plan for agricultural water and Livermore
is studying a recycled program. All these studies should be finished by October and plans should
be ready for presentation in January 2004.

Ms. Hosterman indicated she has watched the Vision 2010 process from the beginning.
She asked what were the other goals of the Tri-Valley Business Council and its long term role.

Pleasanton City Council 15 06/17/03
Minutes
