Mr. Wilson believed Crreenbriar would be motivated to keep the costs down because it <br />would be required to reimburse a portion of those costs as it proceeds with its development. The <br />City will also be inspecting the project and any change orders would have to be reviewed by the <br />City. <br /> <br /> Mr. Campbell wanted to make certain the agreements were firm with regard to <br />reimbursements to the City. <br /> <br /> Mr. Roush said the subject agreement is for the City to reimburse Greenbriar. With <br />regard to the guarantees that the City will receive reimbursement for its $2.5 million, the <br />Vineyard Avenue Specific Plan has a funding formula that will require each property owner that <br />develops a lot to pay a Specific Plan fee. He said the City will eventually be reimbursed, but it <br />may not be in the near future. <br /> <br /> Ms. Ayala believed this situation is one the City should be proud of because the City, <br />developers and School District have worked well together to make this happen. When it was <br />obvious that due to the economy the developers would not proceed with their projects and <br />infrastructure, the City and School District stepped forward to provide the funding for <br />infrastructure. She was pleased that the school site grading was included as part of the bidding <br />contract. <br /> <br /> Mr. Wilson indicated there was a bid item for grading of the school site. There was also <br />a portion for the loop road around the school site. <br /> <br /> Ms. Ayala indicated the reason for this was while the equipment was on site, it could also <br />do the work for the School District, thus saving it money. Ms. Ayala asked staff to clarify the <br />School District's contribution for this project. <br /> <br /> Mr. Wilson replied that the $4.16 million was the District's estimated share of all the <br />infrastructure. This is not a reimbursable amount. <br /> <br /> Ms. Ayala pointed out the $4.16 million is coming from school impact fees paid by <br />developers as they take out permits. She wanted people to understand the City is not charging <br />the School District for something that has to come out of the District's general fund monies. The <br />School was able to purchase this property at a reduced rate because there was no development <br />around it, unlike when it purchased the property for the Hearst Elementary School, which already <br />had infrastructure and surrounding development. <br /> <br />Mayor Pico invited public testimony and there were no speakers. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, to approve the <br />Reimbursement Agreement with Vineyard Corridor Developers for the cost of constructing <br />infrastructure for realignment of Vineyard Avenue including the cost of consulting <br />engineering services in support of construction activities; and authorizing the City <br />Manager's delegate, Deputy City Manager Nelson Fialho, to execute the agreement. <br /> <br />Pleasanton City Council 13 06/17/03 <br />Minutes <br /> <br /> <br />
