Mr. Bocian said it can certainly be reported to HCD, but acknowledged Pleasanton will <br />not get credit. He noted there are many other cities which support the Housing Alliance Program <br />that are in the same situation. <br /> <br /> Mr. Brozosky referred to the Tri-Vailey Housing Scholarship Fund and indicated this is a <br />great program because it gives rental subsidies for those in job training programs. He felt this is <br />one of the best ways to help people who are making an effort to get out ora difficult situation. <br />He would like to support more programs like that. <br /> <br /> Ms. Ayaia was also concerned about not receiving credit for funding a program outside <br />the city limits. She asked if any effort had been made to get the State to change its <br />determination. <br /> <br /> Mr. Bocian said legislation had been presented on this subject a few years ago and was <br />vetoed by Governor Wilson. The rationale was the concern that some cities would try to move <br />all its lower income housing to a neighboring community. <br /> <br /> Ms. Ayala suggested that when there is a listing of lower income housing in the city that <br />some reference be made to the other out of town projects in which the City participates. She <br />asked staffto provide a memo explaining the tax credits in more detail. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to adopt Resolution No. <br />03-078, approving the allocation of federal grant funds relative to the H.O.M.E. (Housing <br />Opportunities Made Easy) Program for Fiscal years 2003, 2004, and 2005. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Host~m~an agreed with prior comments regarding the desire for the City to receive <br />credit for providing affordable housing regionally. <br /> <br />Item 6e <br />Approval of a Reimbursement Agreement with Vineyard Corridor Developers for the <br />construction of infrastructure related to the realignment of Vineyard Avenue. (SR 03:174) <br /> <br /> Mr. Brozosky recused himself from this itam due to the fact that he owns property within <br />the area. <br /> <br /> Rob Wilson presented the staff report. <br /> <br /> Ms. Host*lman clarified that Greenbriar was to be the project manager and wanted <br />assurance that it would do a good job keeping the costs as close to the bid price as possible. <br /> <br />Pleasanton City Council 12 06/17/03 <br />Minutes <br /> <br /> <br />
