Mr. Rasmussen indicated the General Plan provides for that connection. Phase I of the <br />Bernal Property Specific Plan shows a regional trail along the transportation corridor. <br /> <br /> Mr. Campbell asked if there could be a link from the trail system in subarea 1, along the <br />arroyo, up to the ridge on the other side of Foothill Road? <br /> <br /> Mr. Rasmussen wanted to refer to the trails master plan and answer that question at the <br />next workshop. He felt the connection could be made. <br /> <br /> Mr. Campbell asked if the detention basins could have a permanent water supply, rather <br />than allowing them to go dry at certain times of the year. He felt ponds were a nice feature. <br /> <br /> Mr. Rasmussen said there could be water there almost year round. The environmental <br />agencies had concerns about bullfrogs coming back to the area. So long as a pond goes dry for at <br />least a two-week period of time in October or the end of the hot season, it would take care of that <br />problem. The water would not be very deep and could not be used for recreational purposes. <br /> <br /> Ms. Hosterman said she generally liked the plan very much. She agreed overlay maps <br />would be helpful for water and trails in the area and to show how much land is left to work with. <br />She agreed with Mr. Campbell about enhancing the storm water detention basins. She liked the <br />pictures showing the varying water levels at different times of the year. She also agreed with <br />designating the two areas for the fire station and the daycare use. <br /> <br /> Ms. Ayala did not want to rush through this project and she was not happy with a <br />workshop of only an hour. She also did not want future workshops to be scheduled before a <br />regular Council meeting. She noted Council is reviewing the budget at this time and if the next <br />Bemal workshop is not held before the budget is adopted, the opportunity for any changes to the <br />budget may be lost. <br /> <br /> Ms. McKeehan indicated the budget provides a great deal of flexibility and there is a <br />significant amount of money already set aside for the Bernal Property. That could be used for <br />the trails being discussed. <br /> <br /> Mr. Campbell felt it was important to establish the trail system before the remaining <br />homes are constructed. <br /> <br /> Ms. Ayala agreed to have the trails built as part of Phase I. She also agreed the overlays <br />for the wetlands was necessary. She wanted the diagrams to be the easiest for the voters to <br />understand. <br /> <br /> Mr. Brozosky agreed with Mayor Pico concerning the nine subareas. He also supported <br />removing religious facilities from consideration because of the need for separation of church and <br />state. He did not want a school on this property, but agreed the area could be listed as <br />educational facility that could be shared for the arts. He was concerned about designating one <br />area for daycare because fifteen or twenty years from now, that may not be the right use and he <br />was concerned about having to go to a vote of the people to change it.
