CLOSED SESSION <br /> <br /> Council conferred with legal counsel regarding pending litigation (Signature Properties, <br />et al. v. Pleasanton Unified School District, et al) and concerning claims of Ferma Corporation <br />regarding the golf course. <br /> <br />6:00 P.M. WORKSHOP REGARDING BERNAL PROPERTY (SR 03:151) <br /> <br />Wayne Rasmussen presented the staff report. <br /> <br /> Mayor Pico felt it would be useful to talk about the subarea concept and potential uses, <br />along with trails. He would like to see more overlay maps that would show the trail system, the <br />wetlands, creeks, and storm detention basins. He felt the City would most likely start on the <br />community park with sports fields and parks. At the same time, work would start on the <br />temporary trails and stream restoration programs. That is necessary in order to see what the land <br />would look like. He cited the example of subarea 3 (closer to the railroad tracks). That area has <br />a meandering creek and wetlands. Subarea 2 (near the freeway) has a major storm water <br />detention basin and potential wetlands restoration. All that impacts how much land is left for <br />public use. He liked the concept of eight subareas. He suggested adding a ninth subarea for the <br />fire station. That location is certain and should be identified so it is removed from the rest of the <br />planning subareas. He would like to designate a daycare facility in subarea 4. He believed that <br />was a good location for that kind of facility near the apartments and readily accessible by the <br />community offBemal and Valley Avenues. He would remove the fire station and daycare center <br />locations from all the other subareas. He also suggested deleting religious facilities from all the <br />subareas. With regard to the scenic corridor aspects, he felt strongly that there should not be any <br />significant building structures off Bemal Avenue. He would like to see from the fire station on <br />Bernal all the way west, and from the community park west. He wanted that to be an open, <br />scenic view without structures. That conflicts with the civic arts structure that is proposed near <br />Bernal Avenue. He believed it was important to preserve the open space feeling. <br /> <br /> Mr. Campbell loved the idea of having trails throughout the property.
