Item 4h
Memorandum of Understanding between the San Francisco Bay Area Rapid Transit
District ("BART"), the City, of Pieasanton~ and Stoneridge Properties LLC relating to
traffic and parking issues associated with the construction of the Stoneridge BART Station.
(SR 03:161)

Brian Swirl presented the staff report.

Ms. Ayala asked if there had been any meetings of the Dublin Liaison Committee to
discuss this project.

Ms. McKeehan said that last time there had been new information, there was a meeting
with the Liaison Committee. An update is being prepared for the next meeting.

Ms. Ayala remembered there had been discussions about concerns over the height of the
parking structures. She asked if the design of the structure would come before Council for
approval?

Mr. Swirl said it would. One of the mitigations in the BART EIR was to build the
foundation of the parking structure, if economically feasible, in such a way that it could support
two additional levels if necessary. This agreement reiterates that mitigation measure and
requires BART to prepare an economic feasibility analysis. If it is feasible, BART will build the
parking structure so it is capable of additional levels. If it cannot be enlarged, then BART will
add parking at the office building site adjoining.

Ms. Hosterman believed the structures in that area are no higher than five stories.

Mr. Swift said a garage level is not as high as a building story. The five story parking
structure will be significantly lower than the four or five story building already in that area. He
estimated a seven story parking structure would be about 60-70 feet, depending on the design of
the structure.

Ms. McKeehan explained that there is no actual plan for any buildings. Before, there
were only conceptual ideas for this project. The economy changed and the prior developer
backed out. Now the process is starting again.

Mr. Swift indicated BART, Taubman, and Stoneridge representatives have been working
with the cities for a long time to work out all these details with regard to parking and traffic.
There is renewed interest on the part of the ground lessee to build the station and office building
in Pleasanton. There are no actual plans, but some decisions have been made regarding the
BART parking lot access and other on-street issues. Everything will come back to Council for
approval before construction proceeds.

Mr. Brozosky felt it would be difficult to add two levels to a structure that was being
used.

Pleasanton City Council 12 06/03/03
Minutes
