Ms. Ayala noted that Alameda County owns the land next to the existing BART station <br />and there has been discussion about building housing on land currently used for parking. She <br />asked if the additional levels on the new structure was to make up for parking lost at the other <br />station? <br /> <br /> Ms. McKeehan responded the additional levels were in the event there was not enough <br />parking for the new station. <br /> <br /> Mr. Swift said it is not related at all. The number of spaces in the five story parking <br />structure provides the number of spaces for Pleasanton's side of the station and, combined with <br />the Dublin side, will meet the parking demand for the station as determined by BART. Because <br />of the concern some have about furore demands for parking and the fact there is no more space <br />on the BART site, the EIR suggested that there would be a mitigation by adding more stories to <br />the parking structure. <br /> <br /> Ms. Ayala reiterated her belief that there was discussion that BART would be decreasing <br />the number of parking spaces at the Hacienda station because of building the housing and the <br />spaces would be added to the other station. <br /> <br /> Ms. McKeehan clarified that there had been discussion about building a parking structure <br />and whether that structure would have more or fewer spaces than the current parking site. A <br />totally separate discussion was about the possibility of a transit hub with housing and additional <br />parking. She has heard nothing about that discussion for a very long time. <br /> <br /> John Rermels, BART representative, said there are no plans to reduce the amount of <br />parking at the East Dublin or Pleasanton stations. If housing is to be built at that location, then <br />parking spaces would be replaced at that site. <br /> <br />Ms. Ayala did not support a seven story parking structure. <br /> <br />Mr. Brozosky asked if the traffic model would have to be updated for seven floors? <br /> <br /> Mr. Swift said a CEQA process would be necessary to add two floors. That would <br />include traffic and everything else necessary. BART would be the lead agency in that process. <br /> <br /> Mr. Campbell said this is just to make the process possible. Council is not approving <br />anything now. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, to approve the MOU <br />deleting the requirement of increasing the structure by two stories if needed. <br /> <br /> Avner Nagar, architect for Stoneridge and consultant for Taubman Company, indicated <br />the requirement for the two additional levels is not certain at this point. BART could say it does <br />not have the money to build the stronger foundation. He said the requirement was requested by <br />Stoneridge. There is a great concern that BART stations are always short of parking spaces. The <br />neighborhoods near BART stations usually suffer from over-flow parking.
