Mr. Roush believed the action was to the <br />benefit of the Alisal and Happy Valley residents because it would preclude the residents of the <br />37 lots from having access to Alisal and Happy Valley once the bypass road is constructed. <br /> <br /> Mr. Brozosky asked who paid for the road and whether the benefactors were the owners <br />of the 37 lots? <br /> <br /> Mr. Roush said the City is paying for the road but the core property owners are paying for <br />a portion of the road and the infrastructure. <br /> <br />Mr. Campbell asked who was the developer of the 37 lots? <br /> <br />Mr. Roush said there were several, including Black Mountain, the Jordans, the Mannings, <br /> <br />etc. <br /> <br /> Mr. Campbell asked if there had been difficulties with some of the developers not paying <br />fees? <br /> <br /> Mr. Roush said there had been a series of negotiations regarding the Memorandum of <br />Understanding that the Council approved last year. <br /> <br /> Ms. McKeehan indicated once the annexation did not take place, Black Mountain has not <br />been willing to provide funding for Happy Valley infrastructure. She indicated the City would file a quiet title action to ascertain ownership and felt this <br />was unnecessary. The City should work with the surrounding owners. She wanted to know what <br />the attorneys for the Happy Valley residents would say to the City's proposed action. She felt <br />Westbridge Lane only provided temporary access to the golf course and does not assist in getting <br />a bypass road. She felt this was a flagrant disregard for the Happy Valley community because no <br />notice was provided to them. She believed this would lead to permanent use of Happy Valley <br />Road, Alisal Street, and Sycamore Road for the golf course and future development. She wanted <br />the Alisal Improvement Club to have the opportunity to discuss this with its lawyers. <br /> <br /> Kevin Close, 871 Sycamore Road, said he has been asking for months how the City <br />would gain access to its golf course development. He received a letter today outlining the status <br />of the bypass road.
