Ms. Ayala pointed out that would appear on the Consent Calendar, so one would have to
be looking for the item.

Mayor Pico said there have been issues in the past with respect to transmission towers
where Council has wanted to make modifications and have been unable to do so. It is possible,
although unlikely, that the other poles could be removed this summer and the Verizon pole could
not be removed for five years without the additional condition. He referred to a provision in the
ordinance that restricted transmission poles near residential units and asked if there were an on
site manager for this storage facility or the one across the street that would be impacted? Does
the fact that it is a commercial unit provide an exemption?

Mr. Swift responded that the site is within an "R" zone and the on site guard quarters
would not be considered.

It was moved by Mr. Campbell, seconded by Mr. Brozosky, to adopt Resolution No.
03-060, approving the application of Verizon Wireless for design review, as f'ded under
Case PDR-259, with the additional condition that if some or all the existing above-ground
PG&E power poles on the substation property north of 3470 Boulder Street are removed,
approvals for this case, Case PAP-49, shall lapse and become null and void within three
months of notification by the City of Pleasanton, unless waived by the Planning Director.

The roll call vote was as follows:
AYES: Councilmembers -Ayala, Brozosky, Campbell, Itosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Item 4u
Acceptance of Westbridge Lane between Tract Map 7372 and Alisal Street/Happy Valley Road
(SR 03:150)

Mr. Campbell felt this action could be delayed to the next agenda. It seems hasty to him.

Mr. Roush explained the final map was approved some time ago and staff has been
working with a title company and the various property owners to record the map. In conjunction
with that, there are various deeds that will be recorded to give the open space and golf course
parcels to the City and various parcels to the core property owners. Those documents have been
with the title company for some time. Last Friday, the title company indicated that in order to
provide access to the new residences, a permanent easement over the Adams' property would be
necessary. If a permanent easement were recorded, then when the bypass road is constructed,
those 37 residents could not be prevented from using Westbridge Lane for access to Happy
Valley Road and Alisal Street. The Specific Plan provides that when the bypass road is
constructed, Westbridge Lane would become a cul de sac and used only for emergency vehicle
access and no longer used by the residents. It is critical that a permanent easement for these 37

Pleasanton City Council 9 05/20/03
Minutes
