asked if the Specific Plan was being amended to change the plan for housing. He reiterated his <br />belief that the only way to get to the golf course and housing was through the Westerly Road <br />without a bypass road. He urged Council to get a firm date when the road will be completed. If <br />the City is concerned about the core property owners, he felt instead of filing a condemnation <br />suit against properties that are not within the city limits, he felt land should be taken from the <br />core property owners. He strongly urged this matter be continued to allow time for the Happy <br />Valley residents to review the matter. <br /> <br /> Jerry Wagner, 6344 Alisal Street, strongly objected to adding this item to the agenda at <br />the last minute. He felt this was crooked and dishonest and similar to other actions the City has <br />taken with regard to the golf course. He wanted the matter continued for discussion and notice <br />given to the residents so their attorneys can review the matter. <br /> <br />There were no further speakers on this item. <br /> <br />Mr. Brozosky asked if the neighborhood had received notice of this item. <br /> <br /> Mr. Roush the matter was posted on the City's website and as the agenda is normally <br />posted, but no notice was mailed to the neighborhood. Mr. Roush explained he just received a <br />call Friday morning indicating the deeds to be recorded would show an easement in perpetuity to <br />Alisal Street and Happy Valley Road. That is completely contrary to what the Specific Plan <br />provides and was not acceptable to the City since it does not want an easement in perpetuity. It <br />would never be able to close off Westbridge Lane. Staff wanted to resolve this issue in order to <br />allow the final map to record. He did not think anything would change in the next couple of <br />weeks. <br /> <br /> It was moved by Mr. Campbell, seconded by Mr. Brozosky, to continue this item to <br />the June 3, 2003 Council meeting. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Hosterman did not understand the residents' concerns since the action would not <br />impact the City's ability to negotiate for a bypass road in the future.
