4v. Contract with RRM Design Group regarding landscaping at Fire Station No. 4. <br /> <br /> Mr. Brozosky was concerned about the cost of this contract amendment. He felt City <br />staff should start doing things that consultants normally do. He felt this was a good thing for the <br />City's landscape architect to handle. He spoke to a landscape architect in town who felt the fee <br />for the consultant was too much. This person felt a competition could be held among landscape <br />design firms and a plan could be developed for free. He did not support spending $38,000 for <br />the consultant. <br /> <br />Ms. Ayala asked staff to comment on using the in-house architect. <br /> <br /> Ms. McKeehan said that would be possible, however, it is sometimes difficult to mix <br />plans from different people. She suggested continuing this item for investigation and a report <br />later. <br /> <br />4w. Ordinance 1880 regarding generator siting requirements. <br /> <br /> Sondra Bierre, 980 Riesling Drive, member of the Pleasanton Energy Committee (PEC), <br />commented on the noticing requirements for medium and large generators. The Energy <br />Committee worked hard to get broad noticing requirements because of the public outcry against <br />the Enron plan. People were very upset that they had not received notice of the proposed plant. <br />It would have impacted many residents from far away. It was to be located in an area that had a <br />bowl effect that would have amplified sound and created a plume of air pollution. People in the <br />Kottinger/Vintage Hills were the most outspoken at the Enron meeting. She urged Council to <br />reconsider its noticing procedures for medium and large generators. A 1000 foot noticing area <br />and a token newspaper ad is nothing for such a permanent structure. She asked Council to <br />reconsider that. The proposed power plan would pay for the cost of noticing and the cost to the <br />city should be nothing and staff would not be involved. She asked Council to support the <br />recommendation of the Energy Committee. <br /> <br /> Matt Sullivan, 7882 Flagstone Drive, agreed with Ms. Bierre. He reiterated that there had <br />been a very strong message to the Planning Commission from members of the public about <br />noticing for the power plant. He noted that the Energy Committee had spent a lot of time <br />debating notification. It was decided the applicant could afford to notify the residents of the city. <br />The Planning Commission agreed with the recommendation of the PEC. A large plant can only <br />be built in the Vallecitos area. The way the noticing is currently structured, only a few farmers <br />would be notified. The only way to notify the City would be by a mailing and a newspaper ad. <br /> <br />Ms. Ayala asked what size newspaper article was recommended by the PEC. <br /> <br /> Mr. Sullivan responded that for a medium generator, notice should be mailed to residents <br />within 1.5 miles.
