Mr. Wilson said that would not be a problem. The locations would be counted in any
case, it is just a matter of timing. Either we pay the consultant or staff counts the traffic through
the signal equipment.

Mr. Brozosky asked how long it would take to get the information through the cameras.
He did not believe the software was in place yet to do that. Would the information be ready in
time for the Circulation Element review?

Mr. Tassano said staff has the data now, it just needs to be placed in an organized,
readable format.

Mr. Brozosky asked that the contract be amended to add Bernal/Case and Santa
Rita/Black intersections for counting between 2:00 and 4:00 p.m. Council agreed with that.

4r. Contract for parking lot improvements at 157 Main Street.

Mr. Brozosky was concerned that the City continues to spend money on this property and
eventually the building will be torn down. The City has spent $3.1 million on purchasing the
property and upgrades and now is spending more for a parking lot. Only 23 people work in the
building and some of it is used for storage. He did not like to continue to spend money on it.

Ms. McKeehan indicated the parking lot is in tremendous need of repair. If staff felt it
was ready to pursue the development of a new building on this site, it would not recommend
these parking lot improvements, nor would it have recommended remodeling the 157 Main and
200 Old Bernal buildings. The reality is there have been discussions of a new city office
building for the thirteen years she has been with the City and that is still a long way off. We
need to improve the parking lot to be able to function today in the 157 Main building.

Mayor Pico asked if the replacement of the 157 Main building is included in the five year
capital improvement budget.

Ms. McKeehan said not in that time frame.

Ms. Ayala asked if there was a plan for this civic center. She thought there had been
discussions with the Downtown Association about possibly selling the 157 Main Street building.

Ms. McKeehan said there is a master plan for the civic center site. She said there has
been no interest with current discussions with the Downtown Association regarding this site.
The most immediate plan is to finalize the site plan for this location. There have been
discussions with the Downtown Association Board about public buildings on Main Street. There
is a letter from the Board and there will be discussions with Council in the near future about key
issues. That will be done before a site plan is drafted. She felt all this will come to Council
within the next two months.

Pleasanton City Council 15 05/06/03
Minutes
