Staff is <br />working on turning that raw data into easily interpreted infomaation. <br /> <br /> Ms. Ayala was concerned that the counts were not being done at schools between 2:00 <br />and 4:00 p.m. <br /> <br /> Mr. Tassano said the proposed contract would only be doing a few school locations <br />between 2:00 and 4:00 p.m. The main counts would be 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. <br /> <br /> Ms. Ayala felt Mr. Brozosky's concern was about the main intersections impacted by <br />traffic between 2:30 and 3:45 p.m. <br /> <br />Mr. Brozosky felt more intersections should be added to the list. <br /> <br /> Mr. Wilson said after the data is gathered, the model could be correlated to use the traffic <br />signals to do the counting rather than spending money for a consultant to do it at each <br />intersection. This will verify that the signal counts are accurate and the counts at school <br />locations could then be done from the computer room. There are two phases: count the traffic, <br />correlate the model to insure correctness, and then use the traffic signals to do future counts. He <br />realized there are traffic concerns near schools for a brief period of time. However, if one looks <br />at the typical peak hour, that school traffic period has less traffic generally than the typical peak <br />hour. The traffic counts are used for a different purpose. The traffic model is based on the <br />AM/PM peak hours and those are critical to make certain the model is correct. <br /> <br /> Ms. Ayala stressed that the intersection of Black Avenue and Santa Rita must be counted <br />between 2:00 and 4:00 p.m. There is traffic from Gingerbread Preschool, the post office, Alisal <br />Elementary, Amador Valley High School, Harvest Park Middle School and Walnut Grove using <br />this intersection. Most of the impact occurs at 3:00 p.m. She felt staff was missing a significant <br />part of the day. <br /> <br /> Mr. Swift indicated the circulation element review will include more issues than before. <br />School traffic is a huge issue. The new traffic model has the ability to model school traffic as a <br />separate item and staff will calibrate the model to that by using the School District's boundaries <br />as well as student generation. The model recalibration will be much better than the current <br />model. It will be able to project traffic at the school peak hour more easily. In terms of counting <br />cars on the street, staff has done that in the AM/PM because those are the times of highest <br />service level issues, except for those areas right near schools in the fifteen to twenty minute <br />period when drop off and pick up occurs. This year, because there is significant traffic around <br />the noon hour, counts have been extended into the midday hour. There are a couple of <br />intersections near schools where counts are being done to insure the modeling is being done <br />accurately.
