Mr. Knowles said they have modeled existing conditions and existing parts <br />approved and in those scenarios there is no West Las Positas interchange. Of the various <br />scenarios just mentioned, the City has not modeled build out without West Las Positas. <br />What has been seen is with the reduction in cross town traffic on Stoneridge we would <br />expect the same thing on West Las Positas, whether the interchange existed or not. It <br />seemed to only help the situation by keeping the freeway flowing. <br /> <br />Ms. Ayala asked how many intersections are over LOSD? <br /> <br /> Mr. Knowles replied the type of modeling they were doing, rather than looking at <br />literal levels of service, the City was using those kinds of maps that were shown at some <br />of the workshops. This is total numbers of cars either increasing or decreasing on a <br />roadway, but not breaking it down to exact number of left tums, right tums, or through <br />traffic. The City saw general trends of traffic service along roadways. <br /> <br /> Ms. Ayala asked if the City was metering in these three areas in order to make the <br />model work for changes in Hacienda Business Park? <br /> <br /> Mr. Knowles said no. The Business Park was told that by getting cut through <br />traffic off of roadways such as Stoneridge, this provides more internal capacity for <br />Pleasanton trips. The City is doing this not associated with any development, just as a <br />continuing straggle to reduce cross town and cut through traffic. A major goal of the <br />community is to reduce regional cut through traffic that the City would prefer simply stay <br />on the freeway. The City of Dublin staff reports say the exact same thing; please turn on <br />metering because we believe it will reduce traffic on Dublin Boulevard because there is <br />cut through on this road. The southbound on ramps from Dublin and the northbound on <br />ramps from Pleasanton to go eastbound on 1-580 are all being turned on at the same time <br />and at Hacienda, Hopyard and Santa Rita Roads. The hardware does not yet exist to <br />extend it any further along the 1-580 route. It could be three to five years before the <br />hardware is available. <br /> <br /> Ms. Ayala asked if the best way to accomplish moving freeway traffic is to turn <br />all meters on at the same time? <br /> <br /> Mr. Knowles felt it would have no effect at these three interchanges. If Castro <br />Valley lights were on or not; if Dublin or Livermore lights existed and were on, it would <br />not make any difference at Hopyard or Hacienda or Santa Rita Road. <br /> <br /> Mr. Brozosky said the situation approximately six years ago with ramp metering <br />and CalTrans told them that they would have to wait for the whole corridor to go in and <br />unless the metering was all the way around the traffic was just going to continue to get <br />more congested. <br /> <br /> Mr. Knowles said one of the differences here is that we are not part of a grid <br />system, with a series of adjacent communities all sharing the same roadways.
