He said he was hearing many positive things <br />from the metering systems and is comfortable that this can work and the model is saying <br />the same thing that he is hearing from other professionals. <br /> <br /> Ms. Hosterman said she asked many questions during the traffic workshop and <br />had them adequately answered. She is excited to see the results of this. She thanked Mr. <br />Knowles for addressing the issue of whether or not CalTrans or the State would be open <br />to working with Pleasanton if Pleasanton discovered this did not work. Even though this <br />is not a prefect solution, at least staff has some leeway and some free hand at being able <br />to play with the metering, depending upon what the results are and the effects are in the <br />long term. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Hosterman, to adopt a <br />resolution supporting activating the eastbound 1-580 on ramp traffic metering <br />system during the evening peak commute hours in conjunction with the opening of <br />the new eastbound auxiliary lane between Santa Rita Road and El Charro Road <br /> <br />Mr. Brozosky said he could not support this the way it is currently written. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Hosterman and Mayor Pico <br />NOES: Councilmember Ayala and Brozosky <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br /> The roll call vote resulted in a deadlock and the item was continued to the <br />April 15, 2003 meeting. <br /> <br />Item 6e <br />Approval of Legal Documents related to the issuance of Certificates of Participation <br /> <br />for the Happy Valley Golf Course and Open Space Project and the refinancing of <br />the 1991 Certificates of Participation (Capital Improvements). (SR 03:074) <br /> <br />Dave Iremonger presented the staff report. <br /> <br /> Ms. Ayala complimented Mr. Iremonger on the concise manner in which he <br />presented the staff report. <br /> <br /> Ms. Ayala asked about the staff report mention "in the unlikely event" that the <br />Golf Course and open space project is delayed, where the money for other possible <br />projects would go and this list presented is more money than is available.
