Mr. Knowles explained the complication with the traffic signal installation at this <br />location is that there would be part of the General Plan expense and would have to <br />compete against ail of the other projects. It could be added to the Master Traffic Signal <br />list and then be eligible for funds. It is then a question of prioritizing locations. There <br />are still a number of other city locations with unique problems. It could easily be three or <br />four years before the signal installation would take place. <br /> <br />Mr. Brozosky asked about the cost of the barrier. <br /> <br /> Mr. Knowles said they estimated the cost to be approximately double of what it <br />came in at. <br /> <br /> Ms. Hosterman asked if a portion of the parking lot with a barrier could be <br />modified. <br /> <br />Mr. Tassano said turning movements might not work in this area. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, to (1) approve the <br />· installation of an S-shaped barrier at the intersection of Santa Rita Road and <br /> Morganfield Road/Mission Plaza and (2) approve allocation of $7,000 in Street <br /> General CIP funds to be added to New Sidewalks and Handicap Ramps, CIP <br /> Project No. 025005 to pay for the installation of the median barrier. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Brozosky and Hosterman <br />NOES: Mayor Pico <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br />Item 6d <br />Activation of eastbound 1-580 on ramp traffic metering system during oeak evening <br />commute hours. (SR 03:073) <br /> <br />Jeff Knowles presented the staff report. <br /> <br /> Ms. Ayala stated in a previous report it was said that in order to make the ramp <br />meters work efficiently it was strongly suggested making sure the City used the on-ramp <br />meters at Sunol, Bemal and Stoneridge Roads. Now it is being said the City is not doing <br />that portion of it. <br /> <br /> Mr. Knowles replied in that report it was recommended up to one month of <br />surface street metering along Owens, Stoneridge and Bemal Roads in order to quickly <br />educate drivers of the situation. Because of the opposition stated on that report it simply <br />complicated the whole on ramp metering to facilitate freeway flow and surface street <br />metering to interfere with flow. This could be simplifying the whole discussion by <br />eliminating that particular element.
