N. W. "Bud" Comett, 1811 Santa Rita Road, Suite 100, said several years ago
there was discussion with the City for consideration of a stop light at this location. It was
only a casual conversation. He has seen some very bad accidents at this location. They
sat down with a group of the Mission Valley merchants and the Plaza Professional
Building and talked about alternatives once the barrier is in place. If drivers have to
come out and go right in order to get over to the left lane to make a u-turn, especially
during the peak hours, it is almost impossible and will force people to go further south on
Santa Rim to make a u-mm. Another possibility is going right on Valley and making a u-
turn and return, or takes Kollen and cut through back onto Mohr. This involves going
through residential streets. There are other alternatives that divert traffic onto quiet
neighborhood streets. The owners and merchants felt there should be a stop light
installed and have cimulated a petition with 286 signatures to present to the City to move
up in priority a consideration of installing a stop light at the location.

Mayor Pico asked of the people would be interested in participating financially in
doing this proposed stop light installation.

Mr. Comett said he would present this to them to create a fund.

Cathleen Snow, 1987-F Santa Rita Road, owner of a business in Mission Plaza,
agreed there is problem with this area of Santa Rim Road. In the absence of installing a
stop light she felt a sign would help the situation. She is concerned with the barrier
decreasing drive-thru traffic in the plaza. Her business thrives on drive-thru and walk-
thru traffic. She is afraid of what will happen to the businesses in the plaza when a
solution is complete. A better solution than the barrier is needed.
There being no further speakers, the public hearing was closed.

Mr. Brozosky asked there could be a merged lane onto Morganfield could be
established.

Mr. Tassano said this was considered. They are concerned the drivers cannot
make it across the three lanes. A majority of accidents are the drivers exiting Mission
Plaza making it to the northbound lanes. They are getting hit by the southbound traffic.
The other item considered was access into Morganfield for the fire department and
residents who may not want to drive down Mohr and through other residential streets.
This is why the decision was made to install the s-barrier.

Ms. Hosterman said the proposed $7,000 for this installation is money well spent
if the results stop accidents. How long would it take for a signal to be installed versus the
median barrier?

Mr. Tassano said a contractor is presently working on curb and gutter repair and
the request is for the $7,000 be appropriated to do a change order and have it installed
within the next month.

Pleasanton City Council 19 04/01/03
Minutes
