fees will be paid for by the City. However, the City has no money for that purpose. The
only money for the infrastructure or bypass road will have to come from the developers
of several projects densities will have to be adopted to get the money. People can forget
about the City waiving hook up fees or paying for the labor and material to get the sewer
and water to their house.

Kevin Close, 871 Sycamore Road, discussed the Happy Valley Specific Plan
Area, Alisal Street, the bypass road, New Cities Development, and the Ferma well site.
Alisal Street has been tom up by construction, and since the last City Council meeting
there has been no work done on the street. It is still weeks away from completion. He
also discovered that Sanco Pipeline has pulled all of their employees and equipment from
the worksite and moved to another project. The response from City staff is that this is
due to the contractor waiting for materials. He could not understand this timing. The
New Cities project and continuation of the east/west collector has now been continued for
another two weeks, after staff and the speakers have voiced approval of the project. The
continuation is due to some of the councilmembers trying to extract more money out of a
project that has already been approved. This will be discussed further at the next City
Council meeting. Ferma has drilled a test well for possible construction water use. He
received the construction water plan requested a month ago on the golf course project.
The revised plan dated 3/17/03 does still list the off site well for possible construction
water. This is a 400 foot drilled well on the Wentworth property. In the City
specifications no wells were allowed to be drilled on the golf course property. There is
continued disregard for the community in which the City is placing its development. The
traffic circulation plan and community water does not belong to the City of Pleasanton.

Vince Barletta, 6290 Laura Lane, urged Council to reconsider the water and sewer
infrastructure on the side roads. There is a problem of running out of water on Alisal and
those who live on side roads will be several hundred feet away from fire hydrants, which
presents a safety problem. He urged this is not just about water for drinking and sewer,
but his key concern is having water to fight a fire. This is a necessity and a safety issue.
He urged using New Cities Development money to accomplish this. The roads look
somewhat better than they did at the last council meeting, but they still are in terrible
shape.

6.
