Ms. McKeehan presented the staff report <br /> <br />Ms. Ayala asked why this was placed as a Consent Calendar. <br /> <br /> Ms. McKeehan responded that this only starts the process and allows paperwork <br />to get to the State before the deadline. The City is still working with the Ponderosa <br />proposal, which has to go before the Housing Commissionand the City Council. If this <br />were done tonight, the developer's request to the State Secretary it would not have made <br />the deadline at the state level. The final proposed should be finalized very shortly with <br />the Housing Commission. Once the project moved from a general affordable account to <br />a senior affordable account there was significantly more support for the project. There <br />was concern that there be a sufficient amount of market units for seniors in the project, <br />where people could downsize in their living accommodations. Tonight's agenda item is <br />to allow the concept to go to the State to get some State tax credits as well as State bond <br />funding available, yet allow the City the full opportunity to review any proposed changes. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Hosterman, approving <br />Resolution No. 03-021 (1) expressing the City's intent to issue revenue bonds for the <br />Busch Gardens Senior Apartments; (2) approving the Deposit Agreement with <br />Ponderosa Homes II, Inc., as part of the application to the California Debt limit <br />Allocation Committee ("CDLAC") for the issuance of Private Activity Bonds; and <br />(3) approving agreement for bond counsel services to Quint & Thimmig, LLP. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Hosterman and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br />Item 6a (1) <br />Funding and Growth Management Agreements with New Cities Developmentl <br />Reallocation of Growth Management Units in 2004.
