Ms. Farnsworth indicated she has been very impressed with the City of
Pleasanton, its library and staff.

Other Speakers

Robert Hadley, 3895 Northwood Court, presented a copy of the "Green River
Ordinance", which is an anti-peddling ordinance. He complained of vendors who drive young
people into neighborhoods to sell door to door. He urged Council to adopt a similar ordinance in
Pleasanton.

John Shurtleff, 4982 Monaco Drive, commended the under 19 Pleasanton Fury soccer
team and the coaches.

Ms. Hosterman indicated her daughters had participated in this program in the past and
also commended the team and the program.

Vanessa Kawaihau, 871 Sycamore Road, thanked staff for the reply to some of the
questions she asked at the last Council meeting. However, without the documentation, the letter
only leads to more questions. She was still looking for the documentation that supports the
City's contention that the bypass road was a rose to dupe the Happy Valley voter. She pointed
out that until the New Cities' segment of the east/west collector road is built and connects to the
City's portion (she showed a map on the screen) of the bypass road, the golf course development
will more than double traffic on loop roads and lead to a cul de sac on Happy Valley Road. The
Happy Valley community is now closer to seeing a three-fold increase in traffic on Alisal and
Sycamore Roads. On an aside, she expressed her appreciation for the Pleasanton library.

Jerry Wagner, 6344 Alisal Street, referred to the City's plans to water the Happy Valley
golf course and Bemal property community park with well water and recycled water. In drought
years, the wells in Happy Valley go dry. He said the water table under Happy Valley is not
connected to the one for the City of Pleasanton and is not replenished by Zone 7, so there is a
limited amount of water available to the wells of the Happy Valley residents. In some places, the
water table is within 18 inches of the surface. He believed any use of pesticides or recycled
water would contaminate the water table. He felt the residents would not have safe water if the
golf course is allowed to proceed. He said Ferma Construction has established a 400-foot well
on the Wentworth property and felt it would use the water for dust management during
construction. He felt the well was illegal because there was already a well on the Wentworth
property and the water was only to be used on that property. Mr. Wagner believed the Ferma
well would cause the other wells in Happy Valley to go dry. He then referred to the Notice to
Bidders for the project, which required a construction water plan. He wanted a copy of this plan.
He believed he had been lied to by the City about the bypass road, the second annexation, and
the use of recycled water for the golf course. He complained about the traffic, the loss of privacy
from the trails, and the potentially contaminated water.

Kevin Close, 871 Sycamore Road, asked if the developer of the City of Pleasanton's golf
course has a plan for proper traffic circulation? The previous answers he has been given all

Pleasanton City Council 5 03/18/03
Minutes
