include a bypass road, yet the developer of the golf course has no access to the property that <br />includes the bypass road. He again asked what the developer plans to do if the current proposed <br />traffic circulation plan is unavailable. Will it use the Happy Valley loop roads for an indefinite <br />amount of time? Has the developer posted bonds to insure the traffic circulation plan is complete <br />if that property owner declines to develop? He felt this was what Council usually required of <br />other developers. <br /> <br /> Vince Barletta, 6290 Laura Lane, related his work experience which has shown him that <br />it is not always better to select the low bidder. In the case of Happy Valley, he felt by choosing <br />the low bidder, there would have to be compromises. He related the poor condition of Alisal <br />Road. The paving of Sycamore Street was done far better. He wondered if the contractor is <br />doing such a poor job on this road, what comers will it cut on the golf course? He asked Council <br />to drive this road to see its condition and take a more forceful role in insuring the road is kept in <br />an operable condition. It is only one lane and poses a safety problem. <br /> <br />Ms. Hosterman asked staff how long the road will be in this condition? <br /> <br /> Mr. Roush explained that there are four separate lines to be installed in this County road. <br />As soon as the four lines are installed, the road will be completely repaved, except for the area <br />where a lift station will be installed at a later date. That is anticipated to occur within the next <br />few weeks. Staff recognizes the inconvenience, but is working with the subcontractor to make <br />the road as passable as possible until the road is repaved. <br /> <br />Mr. Barletta wanted the road to be designated one lane until the final paving. <br /> <br />Mr. Campbell asked staff to explain the bidding process required for governing bodies. <br /> <br /> Ms. McKeehan indicated there are a number of state laws that govern how a city can <br />select bidders for capital projects. The city is required to select the low bidder unless there are <br />circumstances that would prove the low bidder incapable of doing the work. It is recognized by <br />staff that in some cases, when the low bid is significantly lower than others, that the contractor <br />will try to make up the difference by requesting change orders. Staff is diligent and works with <br />the contractor to try and prevent that. <br /> <br />There were no other speakers. <br /> <br /> Various students related their experiences and what they learned on Youth in <br />Government Day and thanked the City for the program.
