Item 6f <br />Tri-Valle¥ Transportation Fee Increase. (SR 03:070) <br /> <br />Jeff Knowles presented the staff report. <br /> <br /> Mr. Brozosky pointed out that the vote by the Tri-Valley Transportation Council must be <br />unanimous. If that does not occur, the fee stays where it is today. If the position is to hold out <br />for a 50% increase, as Contra Costa did before, than there will not be a unanimous vote and the <br />fee will stay as it is today. The way this is written is that the 27% increase would be accepted at <br />this time. Then efforts would be made to reach an increase of 50%. <br /> <br /> Ms. Ayala clarified that there was no vote of the members present at the Tri-Valley <br />Transportation Council meeting. <br /> <br /> Mr. Brozosky said there was no vote, but one jurisdiction made its position clear it would <br />not support the increase. <br /> <br /> Mr. Knowles said staff is requesting Council approval of the action the TVTC took even <br />though one member was missing. <br /> <br /> Mr. Brozosky said the action is a little backwards this time. Normally, TVTC takes <br />action and the jurisdictions then ratify that. Since the Contra Costa member was absent, a vote <br />was taken of all those present, which was unanimous, and the members were asked to go their <br />individual jurisdictions to get approval. At the next TVTC meeting, an official vote will be taken <br />and the fee increase would be final. The next step would be to work on getting a higher fee. <br /> <br />Ms. Hosterman asked when Council would get a chance to work on this again. <br /> <br /> Mr. Knowles said that would start right away. The Technical Advisory Committee will <br />meet before the next meeting of the TVTC. The reason Supervisor Haggerty voted against the <br />Strategic Spending Plan was because he wanted more money for the Vasco Road project. Since <br />he represents one of the parties holding the fee down to only 27%, he feels there is room to <br />negotiate more funding for Vasco in return for a greater fee increase. <br /> <br /> Mr. Brozosky said it takes a unanimous vote to add Vasco Road, and the problem is once <br />one representative is allowed to add something, then everyone else would want their projects <br />added. He hoped Mr. Haggerty would be convinced not to add anything at this point and to do a <br />nexus study first, looking at all project areas before determining new projects and fees at the <br />same time. <br /> <br />Pleasanton City Council 39 03/18/03 <br />Minutes <br /> <br /> <br />
