It was moved by Ms. Ayala, seconded by Mr. Campbell, to adopt Resolution No. <br />03-016, approving the interim fee adjustment to the Tri-Valley Transportation <br />Development Fee; approving Addendum 1 to the Joint Exercise of Powers Agreement for <br />TVTD fees; endorsing the approval of the 2003 Update of the Tri-Valley Transportation <br />Council Strategic Expenditure Plan; and endorsing the approval of the fee increase <br />schedule proposed by Contra Costa County to bring all Tri-Valley Transportation <br />Development Fees up to at least 50 percent of the nexus fee amount by October 2004. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Ms. Hosterman wanted to know when improvements to Highway 84 would occur. <br /> <br /> Mr. Brozosky said the funds from TVTC are a very small part of that. Funds from <br />Proposition 42, CMA, MTC, etc. are still necessary. <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Ayala indicated the charrette process was the same night as the School Board <br />meeting. She was concerned that there may not be a representative from the District at the <br />charrette. She wanted the District to be contacted to see if it could submit a letter or send a staff <br />member to the charrette. Any changes in land use would certainly affect the School District. <br /> <br />8.
