Ms. Ayala asked about DSRSD's concerns about water quality. <br /> <br /> Mr. Cummings said DSRSD has the same water quality concerns and supports the <br />idea of going to the voters to make sure that the people felt the cost of these facilities <br />were affordable and supportable. An advisory or bond election was also supported. <br /> <br /> Mr. Brozosky asked about the area that would be asked to support a bond in an <br />election. <br /> <br /> Mr. Cummings said he assumed it would be within the Zone 7 portion of the <br />District because if it were a revenue bond it would be for the people who would be <br />purchasing Zone 7 water. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Ayala, to accept Zone 7's <br />Water Quality Management Program, draft Water Quality Policy and <br />Implementation Plan and to forward to Zone 7 the drafted response letter. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Pico called for a break at 10:00 p.m. <br /> <br /> Mayor Pico called the meeting back to order at 10:09 p.m. <br /> <br />Item 6d <br />Review of potential changes to City. commissions related to political activity., roles of <br />the liaison and operating procedures. (SR 03:053) <br /> <br /> The staff report was presented by Ms. McKeehan. <br /> <br /> Mayor Pico asked for an example of where the operating rules and procedures <br />were different from that of the City Council. <br /> <br /> Ms. McKeehan used the example of the Chair placing a matter on the agenda. <br />This is different from the Council procedure of using "Matters Initiated" in order for an <br />item to be placed on the agenda. <br /> <br /> Mr. Brozosky asked if speaker cards would be required. <br /> <br /> Ms. McKeehan said that all of the rules would be picked up, but because of the <br />amount of people involved, some of the rules would not be necessary.
