Ms. Hosterman asked if Zone 7 at any point in the future intends explore that <br />option. <br /> <br /> Mr. Marchand said Zone 7 has explored this along with ozone, but because of the <br />source water, it is difficult to meet the disinfection byproduct standard when Zone 7 is <br />working with Delta water because of the San Joaquln drainage. This precludes the <br />possibility of going to ozone. It makes it very difficult to treat with ozone. <br /> <br /> Ms. Hosterman asked about MTBE. How much of it is in the groundwater and is <br />it a problem? <br /> <br /> Mr. Marchand said there was a lot of it down there. There are cities that have lost <br />65% of their drinking water from MTBE contamination. Zone 7 is monitoring for MTBE <br />contamination and has sent out letters to all of the gas stations expressing its concern and <br />reminding them of the liability potential that exists for continuing to use MTBE gasoline. <br />MTBE has not been detected in any of the drinking water wells in the Valley but Zone 7 <br />is continually monitoring for this. <br /> <br /> Mr. Brozosky said the new customers will be paying a higher connection fee for <br />the equipment and they will also pay the higher monthly fee that the existing customers <br />will be paying. Is this double paying? <br /> <br /> Mr. Marchand said it was not. The capital expenses mn the connection fee and <br />the initial water rates for the current residences. The rates will level off because after the <br />capital facilities has been paid, it then becomes a simple matter of the ongoing costs. <br /> <br /> Mr. Cummings said that double paying is correct. It depends on when people <br />come in. It is a dilemma, but that is what happens where you have both rates and <br />expansion programs overlapping. A new customer that moves into an existing home <br />didn't pay the connection fee, but they will be contributing to costs because they are <br />enjoying the benefit of the facilities. But with someone moving into a brand new home, <br />the developer has paid for the cost and the subsequent owner will be paying portions of a <br />capital cost. This happens anytime there are rate based programs. <br /> <br /> Mr. Brozosky said one of the highest priorities is the monitoring of drinking water <br />and doing what we can to make it safe from terrorism. He asked what Zone 7 was doing <br />to protect its customers? <br /> <br /> Mr. Cummings said there were programs in place but that it was not usually <br />discussed in public for obvious reasons. The Zone has essentially changed the way it <br />operates and secures facilities but was not to go into any details. <br /> <br /> Mr. Marchand said based on the amount of water Zone 7 produces, it would take <br />over 200 pick up trucks coming into a treatment plant to contaminate the water.
