and Bemal as a further impediment to cut-through traffic and to slow traffic. Mr. Knowles had <br />responded that some of the morning commute problems at Hearst are a result of the four-way <br />stop at Kottinger. If Kottinger were signalized, there would be more gaps in traffic to allow <br />entry onto Bemal from Hearst. Mr. Priscaro quoted from an unnail received from Mr. Knowles <br />where he described solutions to traffic problems. Mr. Priscara did not agree with diverting <br />traffic from First Street to Bernal Avenue and noted there are several houses that front onto <br />Bernal. He believed a traffic signal would encourage more people to use Bernal as a cut-through <br />option. <br /> <br /> Mayor Pico noted the signal at Kottinger and Bemal is not on the agenda and is not part <br />of the discussion this evening. <br /> <br /> Jim Young, 4024 Vineyard Avenue, noted there is also a lot of pedestrian and bicycle <br />traffic on Vineyard. Most of the vehicles are exceeding the speed limit and he felt it was only a <br />matter of time before a pedestrian is struck. Several years ago residents had discussed traffic <br />problems with staff and had suggested a speed bump. Staff rejected that because of emergency <br />vehicles. Mr. Young felt that since there is a fire station at the end of Vineyard, he would like to <br />reconsider a speed bump or a stop sign midway on Vineyard to slow the traffic. Near Kottinger <br />Park, he would like a sign warning of children at play, or perhaps a painted crosswalk for the <br />children to use to get to the park. He believed there was a safety issue. It may be inevitable that <br />the volume of traffic will increase, but it is important to make the road safe. <br /> <br /> Mayor Pico again commented that Vineyard is a long street and the portion Mr. Young <br />was talking about was not part of the discussion at this meeting. He urged residents to bring <br />their concerns to the Traffic Committee, which meets the first Thursday of each month. <br /> <br /> Lynn Brooks Duarte, 3127 Chardonnay Drive, said she has been expressing concern <br />about increased traffic on Vineyard since 1998. She is on the neighborhood traffic committee <br />that has been working with staff and asked for approval of reducing Vineyard Avenue to two <br />lanes and add two roundabouts at Touriga and Sauterne. <br /> <br /> Bill Honsal, Chardonnay Drive, did not want four lanes on Vineyard. He felt this <br />encouraged speeding and passing vehicles, which leads to more noise and safety concerns. He <br />believed a traffic signal at Montevino would only increase speeding. He suggested making the <br />crosswalk more visible. Since the construction has narrowed Vineyard to one lane, it has been <br />very nice. He said Sauterne is still a concern, even a~er some of the improvements. <br /> <br /> Julie Testa, Toflano Court, stated Vineyard is a necessary medal road. She wanted it to <br />be kept useable for the more than 1000 residents beyond Montevino that use Vineyard to get to <br />schools, shopping, etc. She was concerned that some of the traffic calming proposals would <br />limit future options. <br /> <br /> Nancy Storch, 3193 Chardonnay Drive, agreed with other speakers who live on <br />Chardonnay. No matter what is decided at this meeting, she wanted to be certain there is a <br />coordinated traffic and sound study in the future to monitor what is happening in that area.
