Mr. Brozosky inquired if it would make sense to send these priorities to the Committee
first to see if the members agree. There are new members and he wanted to make certain they
agree with the focus. This is a good start, but there may be other issues to be added after
discussion.

Ms. Hosterman said these priorities come directly from the Energy Plan and is only a
reiteration of what the Committee has already worked on to date. The Council direction would
merely encourage them to continue on the same path.

Mr. Brozosky felt there were issues he was interested in or a Committee member might
be interested in that were not reflected in the words chosen for some of the priority areas. He felt
it would be a good idea to allow the Committee members to come back to Council with
suggestions. There may be no changes, but they should have the opportunity.

Mr. Campbell indicated the newly appointed members have not seen the action plan and
may have suggestions or new ideas.

Mayor Pieo said there has been criticism about creating committees and not providing
enough guidance. This is a different approach by providing guidance and nothing prohibits a
committee from coming back to Council to request modifications. This would just set the
general direction and some goals to achieve.

Ms. Hosterrnan felt this presents great latitude for the Committee. There are many items
to consider and she felt this was just giving the direction in which to head while working on all
these different issues.

Mr. Brozosky asked if the list was the priority of items on which to work. Does Council
want the Committee to work on items in this order? The Energy Plan had listed Advocacy as the
number one priority and he supported keeping that order.

Ms. Hosterman said the Committee would be allowed to work on areas as it feels is
appropriate. The idea is not to say work on "A" first and then do "B". There are people who
will be interested in working on different projects and that can be done simultaneously.

Mr. Brozosky said there was mention of incentives in the report and he asked if the
funding for that would come from the City, state or federal grants, or where?

Ms. Hosterman said that is what the Committee would determine after exploring a
number of possibilities. It would identify what programs to implement and whether they were
feasible.

Mr. Brozosky did not support anything that would add to the cost of housing or to the
cost of doing business in Pleasanton. He asked what was envisioned for the Energy Element in
the General Plan. He could not conceive what that would be.

Pleasanton City Council 26 02/18/03
Minutes
