Mayor Pico said there are directions to staff for negotiation and he felt there would be
more leverage with an official vote.

Ms. Hosterman was concerned with having one portion of the metering project in place
without all the other portions and the ability to measure its success. She asked if the 580 on
ramp metering were turned on in the three locations, would it be possible to determine its
effectiveness without all the other parts that have been discussed recently.

Mr. Knowles indicated the model shows improvements to traffic flow on city streets from
on ramp metering even without the Sunol Boulevard metering.

Ms. Ayala had not supported the motion because she believed the best approach was to
mm on meters in all cities at the same time.

Mr. Brozosky felt that may be the best way, but he was in favor of trying it beforehand in
Pleasanton.

It was moved by Mr. Campbell to authorize staffto meter traffic on Bernal Avenue,
Stoneridge Drive, and Owens Drive for one month during the initial activation of the on=
ramp metering system.

The motion died for lack of a second.

Item 6d
Ratify Council appointments and consider providing priorities to the Pleasanton Energy
Advisory Group and modifying the name of the Pleasanton Enerk, y Advisory Group.
(SR 03:038)

Councilmember Hosterman presented a brief overview 0fthe staff report.

Each Councilmember announced their appointee and described their
appointees'qualifications for being on the committee.

Matt Sullivan, 7882 Flagstone Drive, member of the Energy Advisory Group, indicated
he supported the recommendations in the staff report. The best chance for implementing
meaningful energy policies is for the Council to take a stand on the kinds of programs it wants to
establish in Pleasanton. He felt Ms. Hosterman and staffhad done an excellent job in presenting
the priority projects and he urged Council to adopt those as direction to the Committee.

Mr. Campbell asked if the Committee would be limited to the direction to be given by
Council or can it go beyond those listed.

Ms. McKeehan replied that any advisory group has that ability, but this sets the goals and
priorities.

Pleasanton City Council 25 02/18/03
Minutes
