Janet Linfoot, 6300 Alisal Street, objected to the apparent change in the meaning of"will <br />not oppose" as previously set forth in preannexation agreements. The City had indicated it "will <br />not oppose" the County's proposal to gate Happy Valley Road and later Mayor Pico said that did <br />not mean the City favored such an action. She then referred to the annexation election. <br />Previously, when a property owner wanted sewer and water service, there was a requirement to <br />sign a "will not oppose" preannexation agreement. At that time, the words meant exactly what <br />they said. Now Council has decided the phrase "will not oppose" actually means "is in favor of' <br />and will treat any new preannexation agreements as a vote for annexation. She felt that was very <br />disturbing for people who feel the right to vote is the foundation of democracy. The City of <br />Pleasanton is about to sue the City of San Francisco because there is a letter of intent from <br />Mayor Willie Brown which is not being honored. In short, Pleasanton is accusing Mayor Brown <br />of not keeping his word. Yet the Alisal Improvement Club and Jerry Wagner have found it <br />necessary to sue the City of Pleasanton because the Council has tried to back out of building the <br />bypass road, which was an integral part of the golf course project and the Specific Plan. <br /> <br />6. Radford, staff and the <br />Planning Commission for their diligence in addressing this matter over the last year and a half. <br />He supported revocation of the conditional use permit. This is not a good use for this location <br />because of the hotel on one side and residences on the other. Even if the bar were not loud, there <br />is a problem when the patrons leave all at once at night. Since the last use moved out last <br />November, he and his wife can enjoy quiet Saturday nights again. On another subject, he <br />supported enforcement of the 25 mph speed limit near Donlon School. He felt Val Vista was a <br />cut-through route for those going from West Las Positas to Stoneridge. He commented about the <br />elevated ramp on the new in-line skate part and the fact that someone at the top of the ramp <br />could look into the bedroom window of a nearby residence.
