It was moved by Mr. Campbell, seconded by Ms. Hosterman, to direct staff to <br />continue to design the Vineyard Corridor School loop road as shown in Alternative 1. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Brozosky <br /> <br />Item 6f <br />Council selection of Charrette Participation for the Hacienda Business Park Mixed Use <br /> <br />Feasibility Study (SR 03:028) <br /> <br /> This item was discussed earlier in the agenda. <br /> <br />Item 6g <br />A Resolution urging the California Legislature to reject the Governor's proposed shift of <br />local Vehicle License Fee (VLF) revenues and to honor the 1998 commitment to restore the <br />VLF <br /> <br /> Ms. McKeehan suggested that, considering earlier comments, staff could amend the <br />resolution to indicate Council supported the cities in California to suggest that the Governor <br />should not take the VLF funds from the cities to balance the state budget and separate that from <br />any proposal to raise the VLF fees. <br /> <br /> Ms. Ayala believed the state legislators wanted to look like the good guys and not take <br />responsibility for raising VLF fees. <br /> <br /> Ms. McKeehan indicated there is a theory that the Governor drafted the budget with the <br />idea of cutting the backfill to cities. The cities would oppose this and raise objections, then the <br />Governor and legislators would not have to look bad. There is a proposal going through the <br />Legislature already to increase the fees. She believed there will be a number of these. Again, <br />staff can separate the support of not cutting VLF revenues from raising the fees. <br /> <br /> Mayor Pico was not opposed to increasing the VLF fees to where they were. That would <br />be a small price to pay in order for the counties and cities to be able maintain their levels of <br />service. He also felt it was appropriate to raise gas taxes and other things. <br /> <br /> It was moved by Mayor Pico, seconded by Mr. Campbell, to approve a resolution <br />urging the California Legislature to reject the Governor's proposed shift of local VLF <br />revenues and to honor the 1998 commitment to restore the VLF. <br /> <br />Pleasanton City Council 28 01/21/03 <br />Minutes <br /> <br /> <br />
