Ms. McKeehan did not ~elieve that was a reasonable ~ssumption because the dista~c~ is
too great to walk or bicycle for elementary school children.

Mr. Swift said it was far more likely to see children coming from the Vineyard Corridor
area and they would use the trail. He explained the various access points to the school.

Mayor Pice clarified that the School District supported Alternative 1 and staff
recommended Alternative 1.

Mr. Swift said staff wanted direction to move forward to complete construction plans
using the Alternative 1 concept plan.

Ms. Ayala inquired about the tree removal in Alternative 1.

Mr. Swift said there is a line of walnut trees along the existing road. Those are old trees
past their productive life and those will have to be removed for either of the alternatives. They
will be replaced in the landscape plan for the trail. The replacement is far easier in Alternative 1
than Alternative 2.

Ms. Ayaia asked how many units Mr. Reznick would be allowed?

Mr. Swift said the Specific Plan allows six units in addition to the existing one.

Ms. Ayala asked if the property owners along old Vineyard would be allowed to use it for
access.

Mr. Swift said it is a function of the timing of the development that occurs. For instance,
if the realigned Vineyard and loop road are built as one project, which is the intention, and no
other development takes place for some period of time, then all of the existing driveways along
existing Vineyard will have to continue to use existing Vineyard. That plan will come before
Council for review. He explained how that may look. As development occurs, then the various
property owners' need to use the existing Vineyard disappears and he explained how that
worked.

Ms. Ayala asked if staff had met with the property owners regarding this loop road.

Mr. Swift said staff had met with those most affected by the loop road and have discussed
generally with every other owner about what might happen as it is conslxucted. All those
meetings have been positive.

Pleasanton City Council 27 01/21/03
Minutes
