Mr. Church said the analysts would draft a report for presentation to the Council. <br /> <br /> Ms. Hosterman indicated the Energy Advisory Group (EAG) went through a charrette <br />process using the Rocky Mountain Institute's format for developing an energy plan. She said it <br />worked very well. <br /> <br /> Ms. Ayala believed Council had many issues pending and did not think there was a rush <br />for this charrette. <br /> <br /> Mr. Brozosky thought there were some plans for Hacienda Business Park that were b~ing <br />held up for this process. <br /> <br /> Mayor Pico said some properties were under consideration right now. If this process is <br />delayed a year, the City will be receiving plans for those properties that will be difficult to <br />reverse. The sooner this charrette is done the better. It not take a lot of time to prepare for and <br />only requires an open mind for brainstorming. This is the barest tip of the iceberg for what could <br />happen. It may mm out that none of these ideas are realistic or the impacts on other parts of <br />town are too great. He wanted to do this sooner rather than later. These kinds of exercises and <br />the demonstration that the City of Pleasanton is really interested in looking at creative <br />alternatives to try to meet regional housing needs and affordable housing requirements are going <br />to be essential in getting the housing element approved and convince people that the Council is <br />truly interested in doing what it must to meet the objectives. He did not think that could be done <br />within the timefi'ame set by the state, but he believed the City could demonstrate that it is serious <br />about the issue. <br /> <br />Mr. Campbell asked if this could wait until April? <br /> <br />Ms. Ayala felt that would get through the priorities workshop and other issues. <br /> <br /> Mayor Pico believed that would be workable. He supported the list of possible <br />participants as set forth in the staff report. He thought the MTC and ABAG representatives <br />could be deleted. <br /> <br /> Mr. Brozosky expressed concerns about the list. He felt it was weighted towards <br />developers and housing people. He wanted more residents in the group. He liked the 25 listed <br />near the end by staffreport. <br /> <br /> Ms. Swift said the 25 were to be the minimum number to represent a cross-section of <br />agencies or groups with a major role. The group could be expanded to about fitly if Council <br />desired. <br /> <br />Ms. Ayala liked the ideas on page 4 of the staffreport. <br /> <br /> Mr. Brozosky would like to add a representative fi.om the Parks and Recreation <br />Commission. <br /> <br />Pleasanton City Council 25 01/21/03 <br />Minutes <br /> <br /> <br />
