Mr. Church said ail these parts are in continuous motion. He understood there are several <br />pending development proposals for the Park now that could be held up in favor of looking at the <br />big picture. Cities constantly rewrite sections of their General Plans or plan to rewrite them, and <br />there are always issues being raised that would have to be considered. This is one more thing to <br />be considered. He said it was possible to postpone the charrette, but keep in mind this is the <br />beginning of the discussions and not the end. A lot of studying or preparation is not necessary <br />before the event. The consultants are the ones who need to prepare information and present <br />possibilities. Council then would respond to those. <br /> <br /> Ms. Ayala asked if he wanted Council to just come to the meeting with an open mind and <br />not think about the housing cap or development in Dublin. <br /> <br /> Mr. Church wanted Councilmembers to exercise their imaginations and see what kind of <br />development could be created that was vibrant, waikable and an asset to Pleasanton. It could <br />integrate existing office space with transit and use the potential for housing and new retail. <br />Obviously, Council can't forget everything else, but he suggested just setting other issues aside <br />briefly. <br /> <br /> Ms. Ayala was concerned that people would be led to believe that traffic impacts won't <br />happen with this. <br /> <br /> Mr. Church said that would not happen. That is the purpose of having urban designers. <br />There would be three components: design, transportation anaiysis and financial analysis. The <br />impact on traffic is extremely crucial because traffic is an enormous issue in Pleasanton, <br />especiaily in the Business Park itself. <br /> <br /> Mayor Pico clarified that the traffic and financiai analysis would be done later. This is to <br />produce a conceptuai design and the experts will then review it and determine whether it is <br />feasible or reaiistic. This is a process that has been going on for a long time. The Locai <br />Government Commission has used this charrette process in helping communities build livable <br />communities for years and years. He explained the brainstorming process that occurs. He has a <br />1985 aeriai photograph of the Business Park which shows it as mostly undeveloped land. If <br />Council were at that stage today, it may be developed differently. He acknowledged <br />consideration should be given to what is happening in Dublin and this group is working with <br />Dublin also. <br /> <br /> Mr. Church explained that the process would start about 5:30 p.m., have a light dinner, <br />then have the various exercises with models and drawings, etc. The thing would end about 9:30 <br />or 10:00 p.m. Comments would have been heard from Council and its designated representatives <br />regarding the vision for Hacienda.
