She believed there will be some talented furns who will be excited about this project and <br />this will be a win/win situation. <br /> <br /> Mr. Brozosky felt the lead needs to be on science and hydrology for the project and not <br />landscaping. <br /> <br /> Mr. Wolfe felt it was important for Council to know that Wolfe Mason is a qualified firm. <br />Staff began this project as any other. He commented there are people in the community who do <br />not share the same vision as the Friends of Kottinger Creek. The reason staffchose the process it <br />used was so everyone could give input on how they wanted to see the creek dealt with because it <br />is a community park. Staff has no problem with Council setting the focus, but the problem has <br />been that staff was trying to set a process where the entire community can speak to the issue of <br />what the ereek should look like. That is where the staff straggle has been. He reiterated his <br />desire that Council realize Wolfe Mason is a quality finn. It was the unanimous choice of <br />everyone initially. What has happened is that some of the sub-consultants, including Drew <br />Goetting, were not available for the project because of all the delays. If Council determines the <br />goal is definitely creek restoration, that will help staff a lot. Previously, there were very differing <br />views on what the ereek should look like. <br /> <br /> Ms. Ayala did not understand how that happened. A year and a half ago at the invitation <br />of the Friends of Kottinger Creek, she visited the site and made it clear that she wanted to restore <br />the creek and get rid of those mils. <br /> <br /> Ms. McKeehan said the only Council action was to do a study and that did not include all <br />the specifics being discussed this evening. <br /> <br /> It was moved by Ms. Hosterman, seconded by Mr. Brozosky, to reopen the bidding <br />process for the restoration of Kottinger Creek with the goal to be restoration to dynamic <br />equilibrium, and to invite consultants who specialize in hydrology and stream restoration <br />and who will prepare a maintenance manual. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6d <br />City Council direction regarding the processing of the Draft Phase II Bernal Property <br />Specific Plan.
