There is no rush to do this. <br /> <br /> Ms. Ayah said when she read the Phase II draft specific plan, page 11, it refers to <br />policies and guidelines included in Phase I, which are not restated. She needs a copy of that to <br />review so Phase II does not include things that Council did not expect. <br /> <br /> Mayor Pico believed the workshop format will give an opportunity for all to present <br />comments in an informal setting so it is clear staffis moving in the right direction. The process <br />can start after that. If it means the plan will be ready for a November election, fine. If it doesn't <br />make the deadlines, that is okay too. He preferred to wait until the March 2004 election, when <br />there is a primary and there will be a larger voter turnout. He did not feel there was a press of <br />time. <br /> <br />Ms. Ayala and Mr. Campbell agreed. <br /> <br /> Carl Pretzel, 3633 Glacier Court, complimented Mr. Rasmussen for his work on both <br />Bemal Task Forces. He said the staff report seems to recommend taking the Task Force draft <br />plan and going through an approval process. He felt there should be an update first. The <br />housing element has changed and the vision for the park that has been shown in the papers is <br />very different than the recommendation of the Task Force. He said there are some elements in <br />the park plan that may be redundant in the land usage plan. Another point was that no decision <br />was every made regarding educational facilities. The School District was uncertain if the land <br />would be needed. The Task Force had a very different view of how much land the District <br />would need and what the parkland would need. He believed the Task Force plan was now <br />obsolete. There was also a de-emphasis of the automobile and emphasis on public places and <br />pedestrian orientation. This is a small detail, but he felt there was a flaw in the plan regarding <br />trails on the western section. That public land is basically around the houses and there is only a <br />small parking lot on the north for access to that area. That is a long way for someone to ride a <br />bike or walk and he felt other trailheads were necessary. Otherwise that periphery becomes a <br />private park for the people who will live there. There are many details like that which need to be <br />reviewed. He was certain those interested in a civic park also want to make comments and it is <br />necessary to get more input before presenting a plan to the public for approval. <br /> <br />There were no further speakers on this item. <br /> <br />Ms. Ayala agreed there was concern about the size of the school parcel. <br /> <br /> Mayor Pico said comments should be about the process to follow, not the Specific Plan in <br />detail. <br /> <br /> Ms. Ayala wanted to make certain the plan that is finally presented to the people should <br />be more specific than what is in the draft. She hoped the workshop will consider that. She <br />suggested dividing the acreage available for public use into areas for making comments.
