again to find a consulting firm that specializes in hydrology and ecology, but the Friends of <br />Kottinger Creek were very impressed with the proposal of Drew Goetting and wanted to make <br />certain he was included in the new bidding process. She wanted to make certain a scientific team <br />leads the project management. She supported multi-objective restoration which includes <br />aesthetics, park usage, etc. However, she believed those were sub-concerns to the primary goal <br />of creek restoration. Finally, she asked that the client/consultant privilege be waived so the <br />members of Friends of Kottinger Creek are able to talk directly with the consultant. She felt that <br />being able to speak directly with the consultant would have made this project more successful. <br />Communications could have been clear and issues resolved more quickly. She urged Council to <br />restore Kottinger Creek quickly and correctly. <br /> <br /> Ms. McKeehan believed it was important that communication with a consultant be done <br />through a meeting process. She was concerned about giving free access to a consultant because <br />it results in mixed directions and that could result in mass confusion. <br /> <br />Ms. Ayala asked how this procedure will be different than before. <br /> <br /> Ms. McKeehan replied that setting a clear goal, such as restoring the creek, would be <br />very helpful. She had been impressed with the proposal of Drew Goetting in the short time she <br />had to review it. Staffhas never been at odds with the residents about this project, but the t~tms <br />of the project kept changing. She would like a new scope of work to be defined. Staffwould <br />then accept proposals from a variety of consultants, including Drew Goetting, and the project <br />will proceed. She related the elements considered when selecting a consulting finn. She had no <br />problem with providing input to a consultant through a meeting process, but did not agree there <br />should be free and open contact with the consultant. That could lead to conflicting directions. <br /> <br />Ms. Ayaia did not think the Friends wanted to give directions, but to just ask questions. <br /> <br />Ms. McKeehan said it happened before and that is why things started to get confused. <br /> <br /> Mr. Campbell agreed there should be some boundaries between the consultant and the <br />people who will do the work on the creek. He felt it was certainly acceptable for the Friends to <br />make comments and ask questions in a meeting. The consultant should be allowed to do the job. <br /> <br /> Mr. Brozosky said problems occur when questions and responses are relayed through <br />third parties. Sometimes things are lost in the process. <br /> <br /> Ms. McKeehan said that could have happened, but there were also times when contacts <br />were made directly with Wolfe Masson.
