If the police are going to a <br />neighborhood for a brief period of time and if the end ~esult is that the citations a~e not being <br />held up in co~t, it is not an effective use of police department time and staff. <br /> <br /> Bill Lide, 8001 Jorgensen Lane, said he supported the need to have legally enforceable <br />speed limits for everyone's safety and brought to the Couneilmembers' attention a stretch of road <br />he has concerns about: Foothill Road immediately north of Bemal, the one qumer mile into <br />which approximately 200 homes have their entrances. This area serves Laguna Oaks, Deer <br />Oaks, and the west side of Jorgensen Lane residents. He shared a petition signed by all of the <br />residents using Jorgensen Lane as well as a number of other Pleasanton residents urging the City <br />to try to reduce traffic speed along that segment. This area is a 45 mph segment and according to <br />Mr. Knowles, surveys are not normally done for short stretches where traffic is accelerating or <br />decelerating. Traffic should be changing speed along that sl~eteh because motorists must slow <br />down if they are going to be legal driving south of Bemal or if they turn onto Bemal. The <br />median speed is 45 mph and the critical speed along this stretch is 48 mph or 49 mph. That <br />critical speed is not clocked at the busy intersections but on the divided mad. He is asking that <br />the Council consider, when possible, that the speed be set north of Bemal consistent with the <br />speed south of Bemal. The vehicles have to slow down because of the intersection and this <br />would help those drivers entering and crossing Foothill. There is no other way to get to the east <br />side of Foothill where the only sidewalk is located and to walk to Foothill High School. This <br />area is also used by hundreds of cyclists and is one of the most popular cycling routes. There is a <br />dedicated bicycle lane on each side, but cars have to cross it to enter Jorgensen or the driveways <br />or to enter into Deer Oaks. He urged the Councilmembers to consider making the speed limit <br />north and south of Bemal consistent with each other and to euntinue efforts to find creative ways <br />to slow the traffic to speeds that are both legally enforceable and safe for all users. <br /> <br />The public hearing was closed. <br /> <br /> Mr. Campbell asked since a portion of Pimlico is listed as a local road, if the Council <br />decided to go with the speed limit of 25 mph in that request is it still enforceable? <br /> <br />Mr. Knowles said yes. <br /> <br /> It was moved by Mr. Campbell, seconded by Mr. Brozosky, to introduced <br />Ordinance No. 1875 to be read by title only and waiving further reading thereof, repealing <br />Sections 11.20.010 and 11.20.020 of the Pleasanton Municipal Code, making certain <br />findings set forth in the Ordinance, and adopting a new Section 11.20.010 concerning speed <br />limits in the City of Pleasanton. <br /> <br />The roll call vote was as follows: <br />AYES: Couneilmembers Ayala, Brozosky, Campbell, Hosterman and Mayor Pico <br />NOES: None <br />ABSTAIN: None <br />ABSENT: None <br /> <br />Pleasanton City Council 13 01/07/03 <br />Minutes <br /> <br /> <br />
