5. MEETING OPEN TO THE PUBLIC <br /> <br /> Edgar Centeno, Pleasanton's representative to the Mosquito Abatement District, <br />introduced John Rusmeisel, District Manager of the Alameda County Mosquito Abatement <br />District, who made a presentation regarding the origins of the West Nile Virus and its spread <br />throughout the United States since 1999. He outlined the steps being taken by the District to <br />address this problem. <br /> <br /> Mayor Pico referred to the heightened activity and asked if there were increases to the <br />District's budget to cover increased costs. <br /> <br /> Mr. Rusmeisel said he did not anticipate the need for more funds. The District has the <br />ability to levy a tax of $1.75 per single family dwelling, but for the last two years the District has <br />not needed to do that. He said two or three temporary employees may be needed. There will be <br />more helicopter jobs than normal. He believed there will be mutual aid from Alameda County <br />Public Works and from the Vector Control District. <br /> <br />Mayor Pico asked if there was concern for household pets, like dogs and cats? <br /> <br />Mr. Rusmeisel said it was not a big issue. <br /> <br /> Ms. Hosterman asked about the mosquito population issues with regard to streams and <br />fluctuating water flow. <br /> <br /> Mr. Rusmeisel said there had been a problem with the Arroyo del Valle when the stream <br />flow was reduced. He acknowledged the City's part in paying for increased water flow in the <br />downtown area. However, he said there were problems with fish dying and with mosquitoes. <br />He related the steps taken to remedy the problems. He noted before the gravel pit was part of the <br />water flow picture, the arroyo dried down fairly often in the 40s and 50s. He noted that Jack <br />Vizzolini, a long time board member on the Mosquito District, died near Thanksgiving. He will <br />be missed. <br /> <br /> Helen Meier, of Hope Hospice, made a presentation regarding the history and the <br />services of the Hope Hospice. She also noted there are bereavement groups to help those who <br />have lost a loved one. She described the Lights of the Valley program and the thrift shop on <br />Main Street. <br /> <br /> Ms. Ayala said anyone who has used the Hospice services have said wonderful things <br />about the care.
