Vera Dunder, 4713 First Street, Suite 245, asked if there would be an additional tax <br />imposed on property owners on First Street or would this be a capital expenditure for the City? <br /> <br /> Mr. Grubstick said the City would use Rule 20A allocation funds from PG&E for most of <br />the work. There is about $350,000 of additional work to convert street lights and participate with <br />residential properties for conversion. There will be no additional tax for property owners. <br /> <br /> Mr. Campbell indicated Mr. Fiedler had raised questions two years ago about the stream <br />in that area and the flooding potential. <br /> <br /> Mr. Grubstick said staff has plans to build a bypass storm drain line down Kottinger to <br />the County Transportation Corridor and over to Arroyo del Valle. There is a project on <br />Kottinger next year for street improvements and that would include storm drain pipes for the <br />bypass. <br /> <br /> Mr. Bmzosky was concerned that the pipes on Kottinger would be reduced in size <br />because of the proposed storm drain bypass. <br /> <br /> Mr. Gmbstick said that was not correct. The existing pipelines that mn from St. Marys <br />Creek along Second Street would remain in place. The bypass would be a diversion of high <br />flows in the other direction. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to adopt Resolution No. 02- <br />138, establishing the formation of the Underground Utility District No. 02-01, First Street- <br />Kottinger Drive; approving the use of Rule 20A funds for "100 Foot Rule" for residential <br />and commercial units; approving use of Rule 20A funds for panel conversions for <br />residential and commercial units; authorizing the use of City funds to cover residential <br />costs not covered by Rule 20A; and directing the City Clerk to mail a copy of the adopted <br />resolution to the affected utility companies and to notify affected property owners and <br />occupants within the District. <br /> <br />The roll call vote was as follows: <br />AYES: Councflmembers - Ayala, Brozosky, Hosterman, and Vice Mayor Campbell <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Pico <br /> <br /> Ms. Ayala asked how staff determines which streets get underground utilities. She would <br />prefer that all streets have underground utilities. She was especially concerned about Black <br />Avenue and the problems with tree trimming under the overhead lines. <br /> <br /> Mr. Grubstick said there was a priority list established a number of years ago and noted <br />other areas on the list.
