Mike Harlan, G-reenbriar, noted the policy for all new park fees to be used for purchase of <br />land. He felt the dedication of 318 acres helped the City a lot as far as acquiring land. <br /> <br /> Mayor Pico believed the $100,000 could come from a number of different sources other <br />than the park dedication fee fund. He was concerned about overturning the previously <br />established policy, especially since the City wants to acquire property for a neighborhood park in <br />the Sycamore area. He did not want to take resources from one neighborhood to provide a better <br />park in another neighborhood. He felt there was enough flexibility in the CIP budget to find <br />$100,000. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Ayala, to approve the modified <br />master plan for the Berual Neighborhood Park and to overcome the construction funding <br />shortage associated with the proposed modification by allocating $100,000 from sources <br />other than the park dedication fees. <br /> <br />The roll call vote was as follows: <br />AYES: Councllmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Hosterman indicated when she first reviewed the staff report she was concerned <br />about spend'rog the additional $100,000 and felt the developer should be paying that. However, <br />when she learned from discussions this evening, that staff anticipated that the $650,000 would <br />most likely be exceeded, it seems fair to find money from a source other than the park fees. <br /> <br /> Mr. Brozosky believed the Parks and Recreation Commission was very comfortable with <br />this plan and did not want to spend the extra money for the full master plan at this point. <br /> <br />Item 6b <br />Resolution Establishing the Formation of Underground Utility. District No. 02-01, First <br />Street-Kottinger Drive. (SR 02:297) <br /> <br /> Mayor Pico indicated he owned property within 500 feet of the area and would therefore <br />abstain from the discussion.
