Greenbriar is to provide documentation to determine <br />what the actual costs were. <br /> <br /> Mayor Pico said the action before Council is not related to costs, it is to determine which <br />of the Options for policies to establish. <br /> <br />Ms. Michelotti felt the noticing was an issue. <br /> <br /> Mayor Pico said if there was not noticing, then he felt it would be appropriate to continue <br />this item to a future meeting. <br /> <br /> Vince Barletta, 6290 Laura Lane, asked Council to approve Policy 5, which isn't in the <br />staffreport. He would like the City to provide sewer and water to all the laterals such as Heron <br />Lane, Bird Lane, Laura Lane, and all the various areas in Happy Valley that were once <br />guaranteed by annexation. People felt so passionately about the bypass road that they gave up <br />that amenity. He believed many people who supported annexation and wanted sewer and water <br />gave up that right because they believed so strongly in the quality of life for the area. Now if <br />people on the spur lanes want sewer and water, they can only get it if80% of the neighbors <br />agreed and the City advanced the costs. For instance, ifa resident on Bird Lane wanted utilities <br />and could not convince their neighbors to go along, even if their well and/or septic system failed, <br />they would be without sewer and water and would have to pay 70% of the costs or convince their <br />neighbors. That is not a good thing. People need sewer and water and that was promised under <br />annexation by the developers. Now there is less incentive for the developers to do that, but <br />sewer and water are still critical. He commented that the City has studied seven different access <br />road locations. One goes down Alisal through the Spotomo flat property and up to the golf <br />course project. The City also commissioned a concept study and cost report of an upper bypass <br />road through Spotorno's upper land analyzing four different roads and bridge types in February <br />1997. Initially, the golf course developed included 24 homes on one acre lots. Council gave <br />direction to increase the number of homes to 34 homes to help finance an upper bypass road, <br />which was deemed the best way to develop the golf course and minimize the impact of Happy <br />Valley. Why in 2002 is the City still looking at 34 homes with no guarantee of a bypass road. <br />Where did that money go? It should be devoted to a bypass road. <br /> <br /> Ms. Dennis was not in favor of servicing development in the County. That has been a <br />long-standing policy of the City. <br /> <br /> Ms. Michelotti wanted further input f~om the residents. She was unsure if they wanted to <br />consider the cost, since it was so much. She acknowledged there is a severe need for sewer and <br />water service. She supported serving those on Alisal or Sycamore so long as they agreed to <br />annexation.
