important location for parking downtown. She acknowledged the importance of an employees <br />parking program and said the PDA is working on developing a program for presentation to the <br />City staff. She indicated the enhancement of the Main Street bridge was an exciting project and <br />will have a great impact on downtown to draw people into the area. She said the PDA would <br />also like to have a gateway at the southern entrance of downtown, especially since there is <br />consideration of a civic complex at the southern end of downtown. With regard to the suggested <br />greenbelt connecting Main Street to Lions Wayside Park, she said the idea of closing Railroad <br />Avenue is not supported. Traffic circulation problems would be too difficult to surmount. She <br />again commended staff on the report and its suggested short term projects. <br /> <br /> Brent Wilcox, 3988 Stanley Boulevard, indicated there were a number of items in the <br />downtown plan that will affect his mother's property and he looked forward to working with <br />staff regard'rog that. He referred to the intersection of Stanley/Stanley/First and indicated that as <br />that intersection is improved, the speed of traffic on "little" Stanley will increase, as it is already <br />beginning to do. He thanked Council for all its work for the community. <br /> <br /> Rudy Johnson, 5655 Black Avenue, spoke in support of converting the fire station to a <br />cultural arts center. He is working on fund raising for the center and he urged the City to move <br />forward as soon as possible with architectural drawings and plans for the project so they can <br />show that to prospective donors. He noted there is also much enthusiasm on the Youth <br />Commission for this project and it is expected that a large number of young people will be <br />involved in the use of the new build'rog. He and others are working to raise private funding and <br />also to expand the Cultural Arts Council to provide a cadre of individuals to work as volunteers <br />for the facility and to work on annual fund raising to help this function as an institution to benefit <br />the community. <br /> <br />There being no further speakers, Vice Mayor Dennis closed the public hearing. <br /> <br /> Ms. Dennis indicated the civic center is not on the list of short term projects and asked if <br />consideration of that will be at another time. <br /> <br /> Mr. Swift said that is identified as one of Council's highest priorities and is covered in <br />the Capital Improvement Program. The annotation in this staff report indicates the process is <br />ongoing. <br /> <br /> Ms. McKechan indicated staff is working closely with the Downtown Association in this <br />regard. <br /> <br /> Ms. Ayala asked if the relocation of Fire Station g4 was scheduled for 2004 and asked if <br />there was something holding that up or does it just take that long to build the new station? <br /> <br />Ms. McKeehan said it jnst takes that long.
