Item 6c
Consideration of Participation in a Feasibility Study of Mixed Use Development in
Hacienda Business Park. (SR 02:243)

Brian Swirl presented the staff report.

Ms. Ayala asked if they thought this could be done in two days.

Mr. Swift said this is a concept plan, not a final plan and felt it may be possible.

Ms. Dennis asked when the stakeholders would be identified for participation in this
process.

Mr. Swift said he did not know when the process would begin and it was unknown at this
point how long it would take to develop all the background information necessary to start the
process. He felt it may take several months to gather the information to be ready to have the
charrette process.

Ed Church, from the Livable Communities Center, said if Council approved this plan, he
would start tomorrow to work with staff and develop a timeline for the process. He believed this
was a real opportunity to be of service to the city.

Ms. Dennis indicated that at the last Council meeting there was discussion about the
affordable housing fee and including the commercial and industrial uses. She wanted the
business community to paff~cipate in this charrette from the point of view of housing as
infrastructure to them and their economic vitality as much as having the citizens of Pleasanton
participate. She felt that future Councils may decide to increase the affordable fees from
businesses and she believed it was important to include the business community in the
discussions to make sure they feel what they are paying will support what they need as property
owners and/or lessors.

Mr. Church agreed and said that in addition to the Hacienda Business Park owners, the
involvement of the Tri-Valley Business Council and Vision 2010 would be crucial to the success
of this process. It was important to look at how this plan for Hacienda Business Park would
relate to the region as a whole, since many of the problems, such as transportation, relate to the
region.

Ms. Dennis felt it would also be useful to include the owners ofnndeveloped property in
Pleasanton.

Ms. Michelotti asked what was Mr. Church's vision for this process. Does it include all
of Hacienda Business Park or are there specific locations, and how long will it take? She also
asked what he meant by concept.

Mr. Church said he did not know how long this will take. It depends on the availability
of staff and the consultants. He said the concept comes from different sources. One is from their

Pleasanton City Council 21 10/01/02
Minutes
