has developed a waste management plan. For instance, after an earthquake there could be a lot
of debris that would need to be removed.

Chief Gary gave an example of pre-1933 homes that have fallen off their foundation after
an earthquake. If Pleasanton called the County and said it had 10,000 cubic yards of debris to be
cleared from lots and streets, then the County would formulate a plan of how many extra trucks it
could use to get that debris to the land fill. A different kind of request may have to go to
Sacramento or to FEMA to get the right resource to taken care of the matter.

Ms. Ayala asked if there was a special plan for the Lawrence Livermore Lab.

Chief Gary said there is a high degree of coordination between the Fire Chiefs and the
Fire Department at Lawrence Livermore National Laboratory, as evidenced by the grant given by
the Depadment of Energy for the community alerting packages. He said he has a DOE top secret
clearance and has briefings from the DOE with access to the Lab's Emergency Operations
Center and their fire department communications center.

Ms. Michelotti indicated there is also coordination with Valley Care Medical Center.
Chief Gary agreed and said they also have a detailed emergency plan.

Mayor Pico asked if there was also a link with East Bay Regional Park District.

Chief Gary said there was a connection through the County of Alameda. For example if
it were necessary to set up tents for homeless shelters, that request would go to the County.

Mr. Campbell inquired about air space and relationships with the FAA.

Chief Gary said there was an indirect coordination. Livermore has an airport and the
Livermore-Pleasanton Fire Department protects the airport and tower, so Livermore has the
responsibility in its emergency plan.

Ms. McKeehan related her experiences from the Loma Prieta Earthquake and indicated
this Disaster Response system is very effective and helps the regular employees to respond
efficiently.

Ms. Dennis was happy to know that this plan is being practiced.

Mayor Pico indicated he had been to New York and Washington and talked to some of
the people who responded in the emergency. They consistently said it was important to train
people and practice over and over again.

No action was required on this item.

Pleasanton City Council 20 10/01/02
Minutes
