work with the Vision 2010 group, which had developed several principles. He indicated <br />Hacienda Business Park's proximity to transit made it a great place to consider development. He <br />noted it was vital to assess the effects of development on the place that is being developed. <br />People have good ideas about transit-oriented development, but how does that affect the people <br />of the community. That is why his group was interested in working directly with the Hacienda <br />Business Park owners, the Council, and the citizens of Pleasanton. They will be looking at <br />mixed uses and how to make the best use of the transit connection. The goal is a walkable <br />community, so people will not use cars, and to determine what that means to the retail <br />configuration, the location of schools, etc. The theme is to look at whatever mixture of retail, <br />commercial, residential, and school uses would serve that location. <br /> <br /> Ms. Michelotti asked if there would be an application from Hacienda Business Park <br />owners for a change in designation in the General Plan, or will staffbe reviewing on a project by <br />project basis. She asked if there would be an application within the next year. She asked if it <br />were possible that a project of this type would come forward before the study was completed? <br /> <br /> Mr. Swift said staff is obligated to accept applications when they come in and there is one <br />pending now for a General Plan amendment and housing. Staffhas indicated it is necessary to <br />have a comprehensive review of the business park, traffic, etc. He believed the proposal under <br />discussion is an excellent opportunity to start the city's review of what Hacienda Business Park <br />might become through the expertise of the consultants with the Livable Communities group. <br /> <br /> Mr. Church said there are many instances across the United States of transit-oriented <br />development that is resulting in increased land value and productivity of particular pieces of <br />land. If he were a developer or owner in Hacienda Business Park, he would want to know how <br />his plans related to the bigger picture. It might require changes to his plan in order for it to be <br />more profitable. Given that this process is going along and includes some top notch urban <br />design, transportation, and financial analysis, that will be made available, it seems they may want <br />to consider that when they propose to make applications. <br /> <br /> Ms. Michelotti asked if Council would review this concept plan prior to any applications. <br />Do applicants know that their proposals may be delayed pending this review? <br /> <br /> Mr. Swift said Council has not established any moratorium when staff reviews updates to <br />the General Plan. These things will come in due course. The people staffhave talked to so far <br />understand that the City will not immediately review their applications for a change in the <br />General Plan for Hacienda without doing a comprehensive review. This concept proposal is the <br />ideal first step in order to get there. If it looks like this process will take longer than anyone <br />anticipates, it is possible the City's own review process for an application could precede the <br />concept plan.
