She supported the queue detectors. <br />She said she has been stopped on the off ramp three times and was frightened about possible <br />collisions. She was concerned about safety and did not mind the time delays. If the safety issues <br />are addressed, she supported metering, but not otherwise. <br /> <br />There was a break at 9:40 p.m. <br /> <br />The meeting reconvened at 9:50 p.m. <br /> <br /> Mayor Pico indicated this is a workshop format. Comments have been received about the <br />traffic model and the metering program. Because of the lateness of the hour he suggested <br />continuing the discussion on the trade-offs until another date when more time is available. So <br />items 5, 6, 7, and 8 on the agenda will be continued. He asked if anyone else had comments <br />about the metering. <br /> <br /> Matt Sullivan said he was confused about the improvements and funding for Highway 84. <br />He asked for further clarification at the next workshop perhaps in the form of a table that shows <br />projects, the cost of each project, how much funding is available, and when they would be built. <br /> <br /> Mayor Pico said that program is being reviewed regionally and he hoped to have answers <br />at the next workshop. He agreed it is confusing. In some instances, the funds are set aside, but <br />are not available to some time in the future. <br /> <br />There were no further speakers. <br /> <br /> Mayor Pico indicated that with this program, staff is looking at every way possible to <br />manage traffic not only within City streets but also on the major freeways and arterials. There <br />are significant regional arterials necessary to move traffic. If you shut the spigot on Stanley and <br />on Highway 84, then 580 would not be able to handle the traffic and there would be a lot of <br />people coming through Pleasanton. He has received concerns from Livermore councilmembers <br />about limiting access and the constraints that exist already. With respect to the metering on <br />Sunol, he was concerned about the safety issues of traffic backing onto the freeway. He would <br />like to see immediate changes to avoid that back up to 680 and to minimize the safety issues, <br />whether it means adjusting the signal timing, moving the metering to the next signal, installing <br />queue detectors, or whatever it takes. <br /> <br /> Ms. Michelotti also had concerns about the safety issues. She asked what effect the <br />queue detectors would have on the metering test and whether it could be done. She was also <br />concerned about the backup onto the freeway and felt all the Council was concerned. <br /> <br /> Mr. Knowles said the best thing to do immediately was to move the metering to <br />Sycamore and install a camera within one to two months. Metering could be shut down until the <br />camera was installed.
