Howard Neely, 448 Amador Court, announced the possibility of a new dog park at
Nielson Park. He hoped to have another dog park on the Bemal property.

Kurt Kummer, 4456 Clovewood Lane, complained that Muirwood Park has been fenced
off and closed since December 31, 2001. He acknowledged this was done for turf renovation,
but asked that in the future a way could be found to do it without closing the entire park for a
whole year.

Jack Hovingh, 4250 Muirwood Drive, noted Ms. Dennis and Ms. Michelotti were not
running for reelection and expressed his appreciation for their services. He also appreciated
Mayor Pico not participating in the local Mayor's Report on Channel 30 while he is campaigning
for reelection. He was concerned that four of the five City Council candidates are currently
serving on City boards or commissions. He felt they should recuse themselves from their duties
on these boards and commissions until after the election. It may not be against the law, but he
still felt it was unethical.

James Wolfe indicated the fence around Muirwood Park will be down this week. He
indicated there was a full renovation of the irrigation system in the park along with turf
reseeding. Staffwanted to insure that when the park is opened that the turf was properly seeded
and would survive community use. That area has been used for youth sports activities, but the
main area will be posted as not being available for organized sports practices. It will be available
for neighborhood and community use of a more casual nature. Organized sports will not be
allowed until next spring to insure that the turf is adequately rooted and can withstand the active
use.

Ms. McKeehan indicated that staffhas found that when a park is opened too soon the tuff
does not survive.

Mayor Pico noted that new commission appointments were made as part of the Consent
Calendar and he read the names of the newly appointed commissioners and committee members.
These individuals will be sworn in at the next meeting and a reception held before the meeting.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Approval of an ad.[ustment to the Ci~. 's Lower-Income [lousing Fee (SR 02:117)

This item was discussed later in the agenda.

Pleasanton City Council 5 09/03/02
Minutes
