Other Speakers

Vanessa Kawaihau, 871 Sycamore Road, spoke in opposition to the condition imposed by
the Local Agency Formation Commission to put a gate or cul de sac at Happy Valley Road and
Alisal Street. She felt the City's support of this failed to consider the impact of traffic on the
quality of life of the residents in the area. She felt there was no guarantee of a good faith effort
for the City to continue to work with the residents for a bypass road. She said city and county
residents want the bypass road. She urged the Mayor to object to the plan for a gate and to
continue to work for a bypass road.

Steve Brozosky, 1700 Vineyard Avenue, announced that one of the Abbie 4H members
had been awarded the prize for 4H State Champion Hog. He then referred to Measure V and the
controversy surrounding the ballot arguments. He urged people to stop, take a deep breath and
relax. Even though each side has problems with the other's arguments, he felt it was time to stop
the controversy and move on. He encouraged the voters to read the impartial analysis and the
initiative itself.

Jeff Ren_holts, 7489 Aster Court, spoke in opposition to metering ramps onto the
freeways. He asked Council to reconsider that because of safety issues. Cars would have to
accelerate from a standings stop to merge onto the freeway and not every driver or vehicle is
capable of doing that. He also spoke in opposition to rotaries (roundabouts) and quoted from a
pamphlet regarding Boston rotaries. It is not clear which driver has the right of way and there
are no lanes. He urged Council to reconsider putting roundabouts in the Vineyard Corridor.

Terri Duncan, 1699 Ramblewood Way, Director of Operations for Wesley Youth Homes,
Inc. related the purpose of the non-profit organization and the shortage of families willing to
provide foster homes. Wesley Youth Homes is proud of its services and she described its
activities and staff. It currently operates two homes in Contra Costa County and planned to
expand to an additional home on Black Avenue. She cited the support of Alameda County
Children and Family Services and the Lynnewood United Methodist Church. In the midst of
their plans for relocation, they assumed the residents would welcome them. That has not been
the case and she was very disappointed with the violently negative reactions of some of the
Black Avenue neighbors. She felt the girls they were committed to supporting and nurturing are
worthy of a safe and accepting community in which to live and a quality education on which to
build their futures. In acknowledgment that the girls would not be welcomed in the
neighborhood and would possibly have to cross picket lines to get to school, Wesley Youth
Homes has chosen to cancel its lease on the Black Avenue property. She did not think the Black
Avenue neighborhood reaction was indicative of what can be expected in the entire city. She
hoped that there was another home available in Pleasanton where the gifts would be welcomed
and that there are people willing to work with Wesley Youth Homes to give these young women
stability, support, acceptance and the respect they deserve. The Board of Directors is willing to
address any community organization or neighborhood meeting that wishes to learn more about
its program.

Mr. Campbell said this makes him very sad and hoped the organization finds another
home in Pleasanton.

Pleasanton City Council 4 09/03/02
Minutes
