Item 6e Adoption of Urban Water Management Plan (SR 02:177) Steve Cusenza presented the staff report. Mayor Pico declared the public hearing open. There being no speakers, the public hearing was closed. Mr. Campbell asked for an explanation of the residential toilet retrofit program. Ms. Ayala was also interested in the washing machine program. Bill Maddaus indicated both the programs were in cooperation with Zone 7. They are programs which offer a rebate of $75 for replacing older toilets with new low flow models and a rebate of $150 for buying a water efficient washing machine. Those are proposed to continue and application would be to the City of Pleasanton. Mr. Maddaus indicated a couple of thousand residents had taken advantage of the program. Mayor Pico said the report addressed urban water requirements and needs, but he did not see any discussion about a need for environmental needs. A recent issue in Pleasanton was the Arroyo del Valle and the need to maintain water in the arroyo. He felt it would be appropriate to address this need within Pleasanton's urban environment and to include those water needs and requirements as part of the urban plan for the City in order to document that need and reinforce the City's concern about year round flows. Mr. Cusenza indicated that was possible and referred to Zone 7's efforts in stream water management. It was moved by Ms. Michelotti, seconded by Mr. Campbell, to adopt Resolution No. 02-094, establishing an Urban Water Management Plan, as amended.
