__ Susan Rossi presented the staff report.

Ms. Ayala inquired about the $400,000 reimbursement from PG&E and also whether
there was an established timeline for construction of the transmission line.

Ms. McKeehan replied that grading will start inunediately and should be done by the end
of September. PG&E would start its construction in September in front of Ruby Hill. The City
hopes to get access to the last piece of right of way for the line by the middle of August.

Ms. Ayala referred to the fact that PG&E could use the old Vineyard right of way if the
grading is not complete in time and asked if it preferred to use the new Vineyard alignment.

Ms. McKeehan said PG&E definitely preferred the new right of way.

Ms. Ayala felt the $400,000 reimbursement from PG&E was much less than it should pay
and had hoped that that figure could be more. She asked if staffcould get cost estimates from
PG&E to indicate how much it is saving in an effort to get more re/mbursement from it.

Ms. Michelotti commented that this has been a long process. Both the City and the
School District have a stake in seeing that the transmission lines are installed in a timely fashion.
She complimented both the District and City staffs and commended them for working so well
together. She appreciated John Casey's support and leadership.

(Mayor Pico arrived at 6:48 p.m.)

Ms. Ayala wanted to confirm that the allocation of the District's share matches what was
set forth in the Specific Plan and the Financing Plan.

Ms. McKeehan said it was based on that formula.

Ms. Ayala indicated the Specific Plan was formulated with public input and she expected
that all parties would uphold that Plan.

Ms. McKeehan noted that the School District at its last meeting took two actions: one to
confirm the formula and the other to approve the Financing Agreement.

Ms. Ayala referred to the fact that there was a statement that the developers were willing
to pay their pro rata share of the District's financing costs at the time of filing their final maps.
Will that commitment be documented?

Mr. Roush believed Ms. Ayala was referring to the sum representing the difference
between what the District pays out to finance the improvements and the District's pro rata
estimated share of those improvements. For example if the District spends $4.5 million and the
District's share is only $4.1 million, the understanding with the developers is that even though
the difference is not specifically covered in the Financing Program, they were willing to pay that

Pleasanton City Council
Special Meeting Minutes

2 07/31/02
